preservation of the public health and safety and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

(House Bill 10)
AN ACT to repeal Section 277 (q) of Article 81 of the Annotated
Code of Maryland (1963 Supplement), title "Revenue and Taxes,"
subtitle "Recordation Tax," and to enact a new Section 277 (q) in
lieu thereof, to stand in the place of the section so repealed, pre-
scribing for Calvert County the rate of tax for recording certain
instruments of conveyance of real estate.
Whereas, Chapter 420 of the Acts of 1963 amended the law con-
cerning the recordation tax in Calvert County; and
Whereas, some doubt has arisen to the validity of this Act; and
Whereas, to remove any such doubts, the provisions of Chapter
420 of the Acts of 1963 should be re-enacted; now therefore
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 277 (q) of Article 81 of the Annotated Code of Mary-
land (1963 Supplement), title "Revenue and Taxes," subtitle "Recor-
dation Tax," be and it is hereby repealed, and that a new Section 277
(q) be and it is hereby enacted in lieu thereof, to stand in the place
of the section so repealed, and to read as follows:

(q) The rate of tax applicable to instruments recorded with the
clerk of the Circuit Court for Calvert County shall be as follows: In
the case of instruments conveying title to property, the tax shall be
at the rate of 55¢ for each $500.00 or fractional part thereof of the
actual consideration paid or to be paid; in the case of instruments
securing a debt, excepting therefrom mortgages which are included
as part of the original purchase price of the property involved, the
tax shall be at the rate of $1.10 for each $1,000.00 or fractional part
thereof of the principal amount of the debt secured.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.
