CHAPTER 8
(House Bill 30)

AN ACT to repeal and re-enact, with amendments, Section 6 (a)
of Article 77 of the Annotated Code of Maryland (1963 Supple-
ment), title "Public Education." subtitle "Formation of Boards,"
and to add a new Section 11H to the same Article and subtitle
of the Annotated Code of Maryland (1957 Edition), to follow
immediately after Section 11 thereof, providing for the appoint-
ment of a five (5) member school board and the terms thereof
in Howard County and reconstituting the present Board.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 6 (a) of Article 77 of the Annotated Code of Maryland
(1963 Supplement), title "Public Education," subtitle "Formation of
Boards," be and it is hereby repealed and re-enacted, with amend-
ments, and that new Section 11H, be and it is hereby added to
the same Article and subtitle of the Annotated Code of Maryland
(1957 Edition), to follow immediately after Section 11 thereof, and
all to read as follows:

6.

(a) County boards of education shall be composed in the counties
of Carroll, Frederick, Dorchester, and Washington, of six members;
in Baltimore, Prince George's and Somerset counties of seven mem-
bers, and in each of the other counties (except Allegany, Anne Arun-
del, Caroline, Cecil, Charles, Harford, Howard, Montgomery, St.
Mary's, Wicomico, Worcester and Talbot for which separate pro-
visions are made in this article) of three members, who shall be ap-
pointed from the citizens of the county by the Governor for a term
of six years from the first Monday in May next succeeding their
appointment, and they shall hold office until their successors qualify.
Provided that the terms of office of persons who are members of
the county boards on passage of this section shall not be affected by
its provisions, except as otherwise specifically provided; and pro-
vided further that on or before the first Monday in May of 1929,
the Governor shall appoint in the counties of Baltimore, Carroll,
Frederick, Dorchester, Washington and Somerset, two members, one
for a term of five years and one for a term of six years from the
first Monday in May, 1929. Thereafter the term of each member ap-
pointed to the boards from each county (except Anne Arundel and
Allegany counties) shall be six years.

11H.

The County Board of Education of Howard County shall be com-
posed of five members. The present members of said board, at the
time of passage of this section, shall continue to hold their offices
for the terms for which they were appointed. The Governor shall
appoint two persons on May 1, 1964, to serve on said board for terms
of two and four years, respectively. At the expiration of the terms
of the present incumbent members, and the two additional members
herein provided for, the Governor shall appoint new members for
five year terms to fill each vacancy.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
