The Maryland Commission on Intergovernmental Cooperation is
established. It is composed from time to time of those members of
the General Assembly of Maryland who are members of the GEN-
ERAL ASSEMBLY AS DESIGNATED BY THE Legislative Council
of Maryland.

At the first meeting of the Legislative Council following each regu-
lar session of the General Assembly in odd years, the Council shall
appoint a standing committee to be known as the Legislative Council's
Committee on Intergovernmental Cooperation. There shall be six
members of this Committee, three to be members of the Senate of
Maryland and three to be members of the House of Delegates of
Maryland. The appointments shall be at the pleasure of the Legis-
lative Council. The Council also shall appoint a chairman of the Com-
mittee, to serve at the pleasure of the Council.
17.
(a) An Advisory Committee is created, with five members, as an
adjunct to the Commission on Intergovernmental Cooperation. Mem-
bers of the Advisory Committee shall be as named by the Governor
from time to time, except that three members of the Advisory Com-
mittee shall always be as follows: (1) The Director of the Department
of Budget and Procurement, or an alternate designated by him; (2)
The Director of State Planning, or an alternate designated by him;
(3) the Attorney General, or an alternate designated by him.
(b) The Advisory Committee shall meet from time to time as re-
quested by either the Commission or the Committee on Intergovern-
mental Cooperation, and shall advise and consult as requested on mat-
ters and problems being considered by the Commission or the Com-
mittee.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

AN ACT to repeal and re-enact, with amendments, Section 49(15) of
Article 88B of the Annotated Code of Maryland (1957 Edition),
title "State Police", sub-title "State Police Retirement System",
amending the State Police Retirement System Laws in relation
particularly to the application of the definition of the term "aver-
age final compensation."
