tirement System", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
49.
(15) "Average Final Compensation" shall mean the average an-
nual earnable compensation of an employee during the five consecu-
tive years of service as an employee, during which his earnable com-
pensation was highest or if he had less than five years of service,
then his average earnable compensation for his total service.
Beginning July 1, 1964, the provisions of this sub-section shall
apply to members who retired prior to July 1, 1955, as well as to
those who retired on or after that date.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1964.

AN ACT to repeal and re-enact, with amendments, Section 196 (a)
of Article 66C of the Annotated Code of Maryland (1963 Supple-
ment), title "Natural Resources," subtitle "Birds, Game and In-
land Water Fish," subheading "Deer," to change provisions per-
mitting hunting, pursuit or possession of deer killed in the State
in a lawful manner during the open season for taking deer.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 196 (a) of Article 66C of the Annotated"Code of Mary-
land (1963 Supplement), title "Natural Resources," subtitle "Birds,
Game and Inland Water Fish," subheading "Deer," be and it is here-
by repealed and re-enacted, with amendments, to read as follows:
196.
(a) It shall be unlawful for any person to hunt, pursue, kill, or
have in possession, any deer within the State of Maryland at any
time; however, it shall be lawful to hunt, pursue, or have in posses-
sion any deer, provided same was lawfully killed during the [lawful]
open season for deer. No person shall kill, or attempt to kill, a second
deer in any one season, or have in possession more than one deer
killed in this State during any one year. Every person killing a deer
found in wild state, shall report to a designated checking station with
said kill within twenty-four (24) hours thereafter.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1,1964.
