a barber in this State unless such person shall have first served as
an apprentice barber as provided herein, except a nonresident barber
as provided herein in subsection (b) and shall have received a certifi-
cate of qualification, except as provided in Section 318 of this subtitle,
from the Board of Examiners provided for in Section 311, for the
purpose of examining applicants for certificates of qualification as
barbers. Said certificate of qualification shall be valid for one year
only and shall be renewed annually at a fee of [two dollars ($2)]
five dollars ($5.00). The said Board of Examiners shall appoint the
time and places for holding examinations. Such appointment shall be
made with due regard to the convenience of the applicants and the
public service. Said Board of Examiners shall prescribe the mode and
manner of conducting such examinations, said State Board to conduct
examinations, or said Board may designate a sub-board to conduct
such examinations. Said Board of Examiners is authorized to incur
all expense necessary to carry out, in a prompt and efficient manner,
the provisions of this subtitle, and to pay the same out of any money
in the hands of the treasurer of said Board; except, however, said
Board of Examiners shall not incur any expense or obligation for
which the State of Maryland shall be liable.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

(House Bill 147)
AN ACT to repeal and re-enact, with amendments, Section 318(c) of
Article 43 of the Annotated Code of Maryland (1957 Edition), title
"Health," subtitle "State Board of Barber Examiners," to change
the fees charged for registration as an apprentice barber with the
State Board of Barber Examiners, and to provide for re-registra-
tion of apprentices and to fix fees therefor.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 318(c) of Article 43 of the Annotated Code of Mary-
land (1957 Edition), title "Health," subtitle "State Board of Barber
Examiners," be and it is hereby repealed and re-enacted with amend-
ments to read as follows:
318.
(c) Every person who after June 1, 1957, becomes engaged in
the occupation of a barber in this State shall first register with the
Board as an apprentice and pay a fee of [two dollars ($2)] ten
dollars ($10.00) for such registration and shall serve as such appren-
tice for at least two years before he shall be entitled to take the exam-
ination for a certificate of qualification as a barber. Any person who
has been registered with the Board as an apprentice as provided
herein for a period of greater than two years shall be required to
renew his registration by paying an additional fee of ten FIVE dol-
