for a period of five (5) years, and thereafter all of said positions
on the advisory board shall be filled as provided in this section. All
members of said advisory board shall be citizens and residents of the
State of Maryland for a period of at least one year immediately prior
to appointment; at least two (2) shall be residents of the City of
Baltimore; at least two (2) shall be residents of the counties; and
all members shall serve without compensation. Meetings of said
advisory board may be called by the State Board of Health or by any
three members of the advisory board on proper notice.

(c) Three members of said Advisory Council on Hospital Con-
struction shall be appointed from a list of names submitted by the
Medical and Chirurgical Faculty of Maryland; four members shall
be appointed from a list of names submitted by the [Maryland-
District of Columbia Hospital Association] Hospital Council of
Maryland, Inc., at least two of whom shall be physicians; one member
shall be a member of the faculty of a graduate school of public
health in the State of Maryland; three members shall be representa-
tives of consumers of hospital services selected from among persons
familiar with the need for such services in urban and rural areas;
and one member shall be a representative of the State Department
of Health selected by the Board of Health.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

CHAPTER 62
(Senate Bill 69)
AN ACT to add a new Section 280(i) to Article 77 of the Annotated
Code of Maryland (1957 Edition), title "Public Education", sub-
title "Chapter 27. Free Scholarships", to follow immediately after
Section 280(h) thereof amending the laws concerning scholar-
ships at the Johns Hopkins University in order to make them ef-
fective in any college or branch of the University, and making
provision also for any scholarships which are not awarded or not
actually held during any scholastic year.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 280(i) be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1957 Edition), title "Public Educa-
tion", sub-title "Chapter 27. Free Scholarships", to follow immedi-
ately after Section 280(h) thereof, and to read as follows:

(i) The scholarships at the Johns Hopkins University are in any
of the regularly established colleges or branches of instruction, at
the option of the scholarship holder. Any State appropriation to the
University which is based upon or takes account of these scholarships
