trust, and shall have the same effect as if made by all; or the said
affidavit may be made by an [y] agent of a mortgagee or OF A party
secured by the deed of trust)
and when made by an agent, he shall
in addition to the affidavit above mentioned, make affidavit, to be
endorsed upon the mortgage or deed of trust, that he is agent of the
mortgagee or mortgagees or party or parties secured by the deed of
trust,
or some one of them; which affidavit shall be sufficient proof
of such agency; and the president, or other officer of a corporation,
or the executor of the mortgagee or party secured by the deed of
trust
may make such affidavit.

SEC. 2. And be it further enacted, That this Act shall take effect

June 1, 1964.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF ALL THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY, THE SAME
SHALL TAKE EFFECT FROM THE DATE OF ITS PASSAGE.

CHAPTER 9
(Senate Bill 62)

AN ACT to repeal and re-enact, with amendments, Section 4 (a) of
Article 43A of the Annotated Code of Maryland (1963 Supple-
ment), title "Higher Education Loan Program", to remove
CHANGE a requirement as to age for service by persons as direc-
tor of the Maryland Higher Education Loan Corporation.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 4(a) of Article 43A of the Annotated Code of Maryland
(1963 Supplement), title "Higher Education Loan Program" be and
it is hereby repealed and re-enacted with amendments to read as
follows:

4 (a) Such corporation shall be governed and all of its corporate
powers exercised by a board of directors which shall consist of
eleven members, nine of whom shall be appointed by the Governor
with the advice and consent of the Senate. The chairman of the
State Scholarship Board and the president of the University of
Maryland shall serve as members of such board ex officio. All mem-
bers shall be of full age, citizens of the United States and residents
of the State, and shall be appointed for terms of six years each. Of
the members first appointed, three shall be appointed for a term of
two years, three for a term of four years and three for a term of
six years. The Governor shall designate a chairman and vice-
chairman who shall serve for terms of one year, and who shall be
