eligible for reappointment for successive terms. [WITH THE
EXCEPTION OF EX-OFFICIO MEMBERS, No person shall
serve as a director for longer than until and including the last day
of December in the year in which he shall be seventy years of age.]
Vacancies shall be filled for the unexpired term in the same manner
as original appointments. Directors shall receive no compensation
for their services but shall be reimbursed for their expenses actually
and necessarily incurred by them in the performance of their duties
under this article.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency law and necessary for the immediate
preservation of the public health and safety, and being passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

(House Bill 66)
AN ACT to add a new Section 3A(c-l) to Article 62 of the Annotated
Code of Maryland (1963 Supplement), title "Marriages," to fol-
low immediately after Section 3A(c) thereof, amending the law
concerning the performance of civil marriages in order to define
the phrases "resident judge" or "resident in the County" therein,
and further clarifying the list of persons who may perform civil
marriages in this State.
Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 3A(c-l) be and it is hereby added to Article 62
of the Annotated Code of Maryland (1963 Supplement), title "Mar-
riages," to follow immediately after Section 3A(c) thereof, and to
read as follows:
3A. (c-1)
The phrases "resident judge" or "resident in the county" include
for the purposes of this section a judge or a senior judge, as the case
may be, who has jurisdiction in and who is acting as such in any
county, regardless of the place of his physical residence.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.
