(f) Upon application to the Commissioner of Motor Vehicles by
the owner of any registered passenger motor vehicle, accompanied
with due proof that said owner is a bona fide member of the Depart-
ment of Maryland, Veterans of Foreign Wars of the United States,
and also upon certification to the Department of Motor Vehicles by
the department commander of the Veterans of Foreign Wars, State
of Maryland, in office at the time of said application that clearance
has been made through his office and [said request is not in excess of
the total allowable number of tags in the amount of 2100,] said re-
quest is not in excess of the number of tags which the Commissioner
of Motor Vehicles may determine can be manufactured in conformity
with the combinations permissible under this Article,
and upon pay-
ment of a fee of $.50 in addition to any other fees required by this
article, the Department shall issue for said passenger motor vehicle
special registration plates upon which shall be inscribed in letters
and numerals not less than three inches high and in strokes of not
less than one-quarter inch in width the letters VFW followed by
appropriate letter and numerals in lieu of the numerals required to
be displayed on such registration plates under other provisions of this
article.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote, supported by three-fifths of all of the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 8
(Senate Bill 38)

AN ACT to repeal and re-enact, with amendments, Section 31 of
Article 21 of the Annotated Code of Maryland (1957 Edition),
title "Conveyancing", subtitle "Mortgages", granting authority to

an agent to act for a mortgagee, or party secured by a deed of

trust, in making the oath or affirmation required on a mortgage

that the consideration recited therein is true and bona fide. RE-

LATING TO THE OATH OR AFFIRMATION REQUIRED ON
A MORTGAGE OR DEED OF TRUST THAT THE CONSIDER-
ATION RECITED THEREIN IS TRUE AND BONA FIDE.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 31 of Article 21 of the Annotated Code of Maryland
(1957 Edition), title "Conveyancing", subtitle "Mortgages", be and
it is hereby repealed and re-enacted, with amendments, to read as
follows:

by one of the several mortgagees or parties secured by the deed of
