Sec. 2. And be it further enacted, That this Act shall take effect

CHAPTER 58
(Senate Bill 102)
AN ACT to repeal and re-enact, with amendments, Section 16B of
Article 78A of the Annotated Code of Maryland (1963 Supple-
ment), title "Public Works", sub-title "Board of Public Works",
amending the law concerning the creation of permanent jobs or
positions of employment in addition to or in excess of those specifi-
cally provided for in the budget, with particular respect to the ap-
proval of such job or position and to the funds therefor.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 16B of Article 78A of the Annotated Code of Maryland
(1963 Supplement), title "Public Works", sub-title "Board of Public
Works", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
16B. No board, bureau, department, commission, or other agency
of the executive branch of the State government shall create any
permanent job or position of employment in addition to or in excess
of those specifically provided for in the budget or its supporting
documents, [except where funds are provided therefor by the Board
of Public Works from the General Emergency Fund] unless such
permanent job or position is approved by the Board of Public Works
and the funds therefor provided from the General Emergency Fund
or from other Special or Federal Funds which are available by budget
amendment for the support of the agency's budget.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1964.

AN ACT to add new Section 248A to Article 77 of the Annotated
Code of Maryland (1957 Edition), title "Public Education", sub-
title "Miscellaneous", to follow immediately after Section 248
thereof, changing the name of St. Mary's Female Seminary ST.
MARY'S SEMINARY JUNIOR COLLEGE to St. Mary's College
of Maryland.
