Annotated Code of Maryland (1957 Edition), title "Courts," sub-
title "General Provisions," to follow immediately after Section 4
thereof and to replace the Section 5 which was repealed by Chapter
36 of the Acts of 1962, and to read as follows:

5.

Any person who has been adjudged guilty of contempt for failure
to pay any monetary amount or amounts specified in a decree or
order in a civil proceeding shall not thereafter be barred from pre-
senting evidence for the modification of such decree or order or
from obtaining any other relief in the same proceeding solely by
reason of the fact of such adjudication of contempt, even though
such contempt has not been purged or removed.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 530
(House Bill 1006)

AN ACT to repeal Chapter 412 of the Laws of Maryland of 1955,
repealing a proposed amendment to Section 96 of Article 17 of
the Code of Public Local Laws of Maryland, title "Prince George's
County," subtitle "Bladensburg," which proposed amendment
would have increased the tax limit of the Town of Bladensburg.

Whereas, Chapter 412 of the Laws of Maryland of 1955, authoriz-
ing the Town of Bladensburg to increase its tax rate, was enacted as
an emergency measure during the time that legislation to implement
Article HE of the Constitution of Maryland was being considered
but not yet enacted and said Chapter 412 provided that it was not
to become effective until and unless it had been approved by a major-
ity of the voters of the municipal corporation; and

Whereas, said Chapter 412 of the Laws of 1955 has not been sub-
mitted to the voters, and is therefore not effective, and the Town of
Bladensburg has advised the General Assembly that the provisions
of said Chapter are no longer necessary or desirable in light of the
municipal home rule provisions of Article 23A of the Annotated Code
of Maryland which were enacted subsequent to said Chapter 412; and

Whereas, it is contemplated that there will be compiled a current
edition of the Public Local Laws of Prince George's County and in
that connection it is desirable to eliminate obsolete and ineffective
sections; now, therefore,

Section 1. Be it enacted by the General Assembly of Maryland,
That Chapter 412 of the Laws of Maryland of 1955, proposing to
repeal and re-enact with amendments Section 96 of the Code of Public
Local Laws of Prince George's County (1953 Edition), being Article
17 of the Code of Public Local Laws of Maryland, title "Prince
