Public Welfare a Division of Child Welfare which shall be respon-
sible for the administration of all programs involving the welfare
of children, including aid to dependent children, adoption, foster
care, protective service and social work with the illegitimately preg-
nant.
(b) The Division of Child Welfare shall be under the immediate
supervision and direction of an assistant director of public welfare
who shall be thoroughly qualified by training and experience in
child welfare work and shall be directly responsible to the Director of
Public Welfare. The assistant director shall be appointed by the
Director with the approval of the Board of Public Welfare, and shall
receive such salary as is provided in the budget. The Division shall
have a staff sufficient for the proper performance of the duties and to
insure Statewide supervision and control of all child welfare pro-
grams.
4A.
(a) The Division of Child Welfare DEPARTMENT shall have an
Advisory Council. ON CHILD WELFARE composed of one member
of the State Board of Public Welfare appointed by its chairman, one
person representing the State Department of Health appointed by
the Commissioner, one person representing the State Department of
Mental Hygiene appointed by the Commissioner, one person repre-
senting the State Department of Employment Security appointed by
the State Director, one person representing the courts appointed by
the Chief Judge of the Court of Appeals, and six additional persons
representing voluntary child welfare organizations and the public
appointed by the Governor who shall designate one of said six persons
to serve as chairman. Each member of the Council shall serve thereon
at the pleasure of the official by whom he was appointed, and shall
receive no compensation for his service, but shall be paid the reason-
able expenses necessary for the discharge of his official duties. The
assistant director of public welfare in charge of the Division of Child
Welfare shall serve as executive secretary to the Advisory Council.
(b) The Advisory Council to the Division of Child Welfare DE-
PARTMENT shall have continuing responsibility for the initiation of
activity leading to strengthened child welfare services including pre-
vention and control of illegitimacy by providing leadership through
investigation and recommendation of policy, programs and plans for
their implementation.
(c) The Advisory Council shall report the results of its investiga-
tions and make its recommendations to the Board of Public Welfare.
The Council shall publish its assessment of the progress and effec-
tiveness of the State's efforts to strengthen child welfare services
and to control illegitimacy, and its recommendations for their im-
provement, through the annual report of the State Department of
Public Welfare to the General Assembly.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
