is no apparent neglect AFFORD THE PERSON HAVING THE
CHILD IN CARE A SUFFICIENT PERIOD, NOT EXCEEDING
NINETY DAYS, IN WHICH TO EITHER ELIMINATE INDI-
CATED NEGLECT OR SUB-STANDARD CONDITIONS OF
HEALTH AND CARE, OR TO MAKE PLANS FOR THE CHILD ;
and

(c) at the expiration of such period, and in any event no later
than thirty
NINETY days after its commencement, if the child re-
mains in the person's home and the conditions of apparent neglect
have not been corrected, file a petition in the appropriate juvenile
court alleging neglect; and said petition shall
MAY be filed notwith-
standing the person's withdrawing his application for public as-
sistance.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 424
(House Bill 8)

AN ACT to repeal Section 4 ADD NEW SECTION 4A, TO FOLLOW
IMMEDIATELY AFTER SECTION 4 THEREOF, of Article 88A
of the Annotated Code of Maryland (1957 Edition), title "State
Department of Public Welfare," subtitle "In General," and to

enact new Sections 4 and 4A in lieu thereof to stand in the place

and stead of the Section so repealed, relating generally to the
problem of child welfare, establishing a Division of Child Welfare
in the State Department of Public Welfare, under the supervision
of an assistant director of public welfare and charged with the

administration of all programs involving the welfare of children,
and
creating an Advisory Council to the Division COUNCIL ON
CHILD WELFARE TO THE STATE DEPARTMENT OF PUB-
LIC WELFARE with responsibility for advising and initiating
activity with respect to problems of child welfare including pre-
vention and control of illegitimacy.

Section 1. Be it enacted by the General Assembly of Maryland,

That Section 4 of Article 88A of the Annotate Code of Maryland

(1957 Edition), title "State Department of Public Welfare," subtitle

"In General," be and it is hereby repealed, and that new Sections 4

and 4A are hereby enacted in lieu thereof to stand in the place and

stead of the Section so repealed, and to read as follows:

THAT NEW SECTION 4A BE AND IT IS HEREBY ADDED TO
ARTICLE 88A OF THE ANNOTATED CODE OF MARYLAND
(1957 EDITION), TITLE "STATE DEPARTMENT OF PUBLIC
WELFARE," SUBTITLE "IN GENERAL," TO FOLLOW IMME-
DIATELY AFTER SECTION 4 THEREOF, AND TO READ AS
FOLLOWS:"
