Caroline County and in Somerset County it shall be four years and in
Worcester County it shall be ten years.

(f) Members appointed to the several boards shall be residents
and voters of the county in which appointed, and shall be persons of
high character, integrity, and recognized business capacity. In Har-
ford County they shall also be taxpayers of said county. In Mont-
gomery County, the qualifications of the director of the department
of liquor control shall be determined by the county manager with the
approval of the county council. In Caroline County one member ap-
pointed to the Board shall be a resident of either the first, second,
or seventh election district of the county; one member shall be a
resident of either the third or the sixth election district; and one
member shall be a resident of either the fourth, fifth, or eighth
election district.

(h)

(1) Caroline County—[Three] Five hundred dollars per annum.

164.

(a-˝) In Caroline County the books and records of the Liquor
Control Board shall be audited at the same time and in the same
manner as the books and records of the Board of County
Commissioners.

168.

This sub-title shall apply to Caroline, Garrett, Harford, Mont-
gomery, Kent, Somerset, Wicomico and Worcester counties.

175.

(a) The decision of the board of license commissioners for Balti-
more City and the respective counties and of the State Appeal Board
in every county not having a local board (except in [Caroline County,
where no appeal is provided; and in] the counties of Wicomico, and
Dorchester, where the decision of the State Appeal Board shall be
final), and of the mayor and aldermen of the City of Annapolis, in
approving, suspending, revoking or restricting, or refusing to ap-
prove, suspend, revoke or restrict any license, or licensee, shall be
subject to appeal in the following manner:

Sec. 2. And be it further enacted, That as of the effective date of
this Act all stock in trade, cash, furniture and fixtures, files and re-
cords, accounts receivable and accounts payable, and all other assets,
properties, and obligations of the Board of County Commissioners of
Caroline County acting in the capacity of the Board of License Com-
missioners for Caroline County shall be transferred to and become
the assets, properties, and obligations of the Liquor Control Board
herein established. As of that date all references to the Board of
County Commissioners of Caroline County acting as the Board of
License Commissioners of Caroline County in the laws, rules and
regulations, ordinances and resolutions of any agency of this state
or of any political subdivision of this state shall thereafter be taken
and construed as references to the Liquor Control Board herein
established.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1963.
