provisions of this article applicable to Harford County and to Caro-
line County, respectively,
and as such is clothed with discretionary
powers, in granting, refusing, revoking or suspending licenses for
the sale of alcoholic beverages, within the limits prescribed under
this article.

155.

[(g) In Caroline County each member of the Board of County
Commissioners shall receive from the license fees imposed under
this article, the sum of one hundred and fifty dollars ($150.00) per
annum for their services as the board of license commissioners.]

157.

[In Caroline County the County Commissioners shall designate
and fix the first Tuesday in each calendar month, between the hours
of 9 o'clock A.M. and 1 o'clock P.M., when they shall sit as the board
of license commissioners for the hearing of such applications, com-
plaints, and other business as may come before them in the admin-
istration of this article.]

159.

(c)  The members of the respective boards shall be appointed by
the Governor with the advice and consent of the Senate. Provided,
that in Somerset County they shall be appointed by the Governor.
In Harford County they shall be appointed by the Board of County
Commissioners. [In Caroline County the County Commissioners shall
be ex officio the members of the liquor control board.] In Garrett
County the County Commissioners shall be ex officio the members
of the liquor control board. In Kent County the County Commissioners
shall be ex officio the members of the liquor control board. In Harford
County said board shall also be known as the board of license com-
missioners of Harford County, upon which shall be devolved all the
duties and rights given elsewhere in this article. In Montgomery
County the director of the department of liquor control shall be
appointed and removed by the county manager with the approval of
the county council.

(d)  In computing the time at which appointments to the several
boards normally expire, and when new terms of office begin, the
following dates shall be used:

(˝) Caroline CountyMay 1, 1964; provided, that initial ap-
pointments shall be for terms expiring respectively on May 1, 1964,
May 1, 1965, and May 1, 1966.

(1)  Harford County—First Monday in April, 1941. One appoint-
ment shall expire each year.

(2)  Montgomery County—May 1, 1945. Provided that the members
whose terms expire on May 1, 1951, shall continue in office until
July 1, 1951, or until the department of liquor control is established.

(3)   Somerset County—June 1, 1943.

(4)  Wicomico County—June 1, 1935.                                     

(5)  Worcester County—June 1, 1945.

(e) Members of the boards shall serve for a term of two years,
except that in Harford County the term shall be three years, in
