Annotated Code of Maryland (1957 Edition), title "Health", sub-
title "State Board of Veterinary Examiners", be and they are hereby
repealed and re-enacted, with amendments, and that new Sections
151 (d) and (e), 152A, 152B and 152C and 156 (d), be and they are
hereby added to the said Article and sub-title of the Code, to follow
immediately after Sections 151 (c), 152 and 156 (c) thereof and to
read as follows:

150.

(a)  The State Board of Veterinary Medical Examiners is hereby
created. The said Board shall consist of five members who shall be
licensed veterinarians of this State, and in active practice in this
State for five years, and in good standing and who shall be appointed
and qualified, but of those first appointed, one shall be for a term of
one year, one for two years, one for three years, one for four years
and one for five years, from June 1, 1949.

(b)  Each appointment on the Board shall be made from a list of
at least three names for each vacancy submitted to the Governor or
to the Governor-elect, by the Maryland State Veterinary Medical
Association.

Recommendations shall be by vote of a majority present at some
regular or special meeting of the Association Membership and shall
be certified to the Governor by the president and secretary of the
Association.

The Governor shall notify the Association promptly of any vacancy
other than by expiration and like nominations may be made for the
filling of the vacancy.

(c)   Terms shall continue after July 31, 1963, as constituted on
that date, with each member serving for the remainder of the time
for which selected, and, shall serve for a term of five years and or
until their successors are elected and qualified. Present members to
complete terms to which they were previously appointed.

Limitations of Terms:

1.    No member shall be eligible to serve for or during more than
two full successive terms.

2.    Ceasing to legally and physically reside in State vacates office.
If any member of Board ceases to reside in this State, his office shall
be deemed vacant.

(d)  Removal: Any member of the Board shall be removed by the
Governor upon recommendation of the Maryland State Veterinary
Association for malfeasance, misfeasance, or non-feasance after
hearing as provided in Sections 152 to 156 inclusive, or if the license
of such member has been revoked on any ground set forth in
Section 156.

151.

(a) "Veterinarian" is any person engaged in the practice of vet-
erinary medicine within the meaning of this sub-title, who for com-
pensation or reward, diagnoses, prognoses, treats, administers, oper-
ates, tests, manipulates, or prescribes, or applies any apparatus or
appliance for any disease, pain, deformity, defect, injury wound or
