physical condition of any animal, or who holds himself out at being
legally so qualified to do so. This term includes but is not limited to: (1)
Any person practicing dentistry or surgery on any animal; (2) any
person representing himself as engaged in the practice of veterinary
medicine as that term is defined in sub-section (b) herein; and (3)
any person who uses any word, letters or titles in such connection
and under such circumstances as to induce the belief that a person
using them is engaged in the practice of veterinary medicine.

(b) For the purpose of this sub-title, the "practice of veterinary
medicine" does not include or apply to (1) licensed veterinarians
from other states and not having offices in this State; (2) persons
practicing veterinary medicine in the performance of official duties
in the service of the United States or of the State of Maryland, civil
or military; (3) experimentation and scientific research of biological
chemists engaged in the study and development of methods and tech-
niques, directly or indirectly related or applicable to the problems of
the practice of veterinary medicine; (4) a person who is a regular
student in a legally chartered college of veterinary medicine while
in performance of those duties and actions assigned by his instruc-
tors, or under the direct supervision of a licensed veterinarian in the
State of Maryland; (5) a person who advises with respect to or
performs acts which the Board by rule has prescribed as accepted
management practices in connection with livestock production; (6)
a physician licensed to practice medicine in this State, or to his assist-
ant while engaged in educational research; (7) a person administer-
ing to the ills and injuries of their own animals; provided, however,
that they otherwise comply with all laws, rules and regulations rela-
tive to the use of medicines and biologies used in so doing; and (8)
a farrier or a person actively engaged in the art or profession of
horse-shoeing as long as such actions are limited to the art of horse-
shoeing only.

(d)  "Temporary Permit" means a temporary permit to practice
veterinary medicine, issued pursuant to Section 152B of this sub-title.

(e)  "Direct supervision" means that a licensed graduate Veteri-
narian in the State of Maryland shall be in the immediate vicinity
of the premises wherein, or whereon, the act of diagnosing, or treat-
ing, or surgery is being performed.

152.

(a)  The State Board of Veterinary Medical Examiners shall have
power [a] to establish and alter, from time to time, the standards
of preliminary and professional education and training requirements
for applicants for examinations for license to practice veterinary
medicine;

(b)  To investigate and determine acceptability and to approve and
disapprove colleges and institutions for the education and training
of students desiring to be licensed to practice veterinary medicine,
and to cancel or revoke such approvals where such colleges and
institutions no longer are deemed satisfactory; provided that the
approval of such college or institution by the American Veterinary
Medical Association shall be deemed sufficient to qualify such college
