(d)   That the vehicle is mechanically unfit or unsafe to be operated
or moved upon the highways of this State;

(e)   That the Department has information upon which reasonably
to conclude that the vehicle is a stolen or embezzled vehicle, or one
wrongfully in the possession of the applicant;

(f)   That the registration for and issuance of certificate of title
to the applicant would constitute a fraud against the rightful owner
or other person having valid lien upon such vehicle;

(g)   That the registration of the vehicle is recorded as suspended
or revoked for any reason, as provided in this article;

(h) That the fee, or any part thereof, required by the Department,
has not been paid;

(i) That a warrant for a motor vehicle violation under this Article
has been issued against the applicant and said warrant has not been
served on the applicant.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 206
(House Bill 360)

AN ACT to authorize and empower the Executive Director of the
Department of Employment Security to repay to the United States
Government, or its designated agent, the amount of benefits charged
against the State of Maryland and the administrative expenses
advanced as an incident thereto under the terms of the "Temporary
Unemployment Compensation Act of 1958."

Whereas, The Executive Director of the Department of Employ-
ment Security was authorized and directed (1958, 2d. Sp. Sess. ch. 1;
1959, ch. 306) and did enter into an agreement on behalf of the
State of Maryland with the Secretary of Labor of the United States,
acting on behalf of the United States, whereunder the Department
of Employment Security of the State of Maryland would act as agent
to carry out and fully participate in the provisions of the "Temporary
Unemployment Compensation Act of 1958" (Public Law 441, 85th
Congress) and any extension of it to July 1, 1959, under such con-
ditions, rules and regulations as specifically contemplated by said
Act; and

Whereas, The United States Government advanced to the Mary-
land Department of Employment Security the sum of $12,043,817
for the payment of temporary unemployment compensation benefits
in Maryland from June 19, 1958 to July 1, 1959; and

Whereas, The United States Government advanced the sum of
$382,849 for the payment of administrative expenses in connection
with the payment of these benefits; and
