Whereas, The Federal law provides that unless these sums are
repaid by November of 1963, the United States Government will
collect these moneys from Maryland employers by increasing the
federal unemployment taxes to be paid by Maryland employers in
1964, 1965 and 1966; and

Whereas, There are at the present time adequate moneys in the
Maryland Unemployment Trust Fund and the Special Administra-
tive Expense Fund of the Department of Employment Security from
which these repayments can be made.

Section 1. Be it enacted by the General Assembly of Maryland,
That:

(a)   The Executive Director of the Department of Employment
Security is hereby authorized to requisition from the moneys credited
to the account of the State of Maryland in the Unemployment Trust
Fund, established and maintained pursuant to Section 904 of the
Federal Social Security Act, as amended, (49 Stat. 640; 52 Stat.
1104, 1105; 42 USC. 1104) and to pay into the Treasury of the
United States a sum not to exceed $12,043,817 as the repayment of
the total benefit payment of temporary unemployment compensation
made pursuant to Section 101 of the Temporary Unemployment
Compensation Act of 1958, as amended, to individuals who exhausted
their benefit rights under the Maryland Unemployment Insurance
Law; provided that the repayment is made on or before the 10th
day of November 1963.

(b)  The Executive Director is also hereby authorized to withdraw
from the moneys credited to the Special Administrative Expense
Fund of the Department of Employment Security, established and
maintained pursuant to Section 14 (c) of Article 95A of the Anno-
tated Code of Maryland, and to pay into the Treasury of the United
States a sum not to exceed $382,849 to pay the costs incurred by the
State of Maryland and this State's proportionate share of the cost
incurred by the Federal Government in the administration of the
Temporary Unemployment Compensation Act of 1958; provided that
the repayment is made on or before the 10th day of November 1963.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(House Bill 465)

AN ACT to repeal and re-enact, with amendments, Section 13 of
Article 10 of the Annotated Code of Maryland (1957 Edition),
title "Attorneys at Law and Attorneys in Fact," subtitle "Miscon-
duct of Attorneys—Negligence—Disbarment—Suspension," to
specify in what courts charges against attorneys at law may be
filed.
