Section 1. Be it enacted by the General Assembly of Maryland,
That Section 88 (d) of Article 78 of the Annotated Code of Maryland
(1962 Supplement), title "Public Service Commission Law," subtitle
"Procedure Before Commission," be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

88.

(d) In addition to all other fees and charges specified in this
section or elsewhere in this article, there is hereby imposed upon
every public service company, whose gross receipts amount to
$10,000.00 or more, an annual filing fee in an amount equal to [one
twentieth of one per centum (1/20% of)] the product of .0007 multi-
plied by
the company's annual gross receipts for the preceding year.
The fee shall be payable on or before April 1 in any year, with the
computation being based upon the gross receipts for the preceding
calendar year. "Gross receipts" shall apply only to the revenues
from such types of utility business and operations as are within the
regulatory jurisdiction of the Commission. The proceeds of the filing
fees shall be accounted for monthly into the general funds of the State
treasury.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 205
(House Bill 357)

AN ACT to repeal and re-enact, with amendments, Section 27 of
Article 66˝ of the Annotated Code of Maryland (1962 Supple-
ment) , title "Motor Vehicles," subtitle "Administration—Registra-
tion—Titling," amending the law concerning the refusal of registra-
tion or the issuance of a title certificate for a motor vehicle in order
to clarify the language thereof.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 27 of Article 66˝ of the Annotated Code of Maryland
(1962 Supplement), title "Motor Vehicles," subtitle "Administration
—Registration—Titling," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

27.

The Department shall refuse registration or issuance of a certificate
of title or any transfer of registration upon any of the following
grounds:

(a)   That the application contains any false or fraudulent state-
ment;

(b)   That the applicant has failed to furnish the Department with
required information reasonably possible for the applicant to obtain;

(c)   That the application is not entitled to a certificate of title or
registration of the vehicle under this article;
