Sec. 2. And be it further enacted, That duly authorized copies of
this Act, upon its approval, shall be transmitted by the secretary of
state to the governor of each state, the attorney general and the Ad-
ministrator of General Services of the United States, and the Council
of State Governments.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 203
(House Bill 275)

AN ACT to repeal and re-enact, with amendments, Section 86 (a)
of Article 66˝ of the Annotated Code of Maryland (1957 Edi-
tion), title "Motor Vehicles," subtitle "Administration—Registra-
tion—Titling," authorizing the Department of Motor Vehicles to
require the surrender of an operator's license issued by another
jurisdiction prior to the issuance of a Maryland operator's license.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 86 (a) of Article 66˝ of the Annotated Code of Mary-
land (1957 Edition), title "Motor Vehicles," subtitle "Administration
—Registration—Titling," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

86.

(a) No person except those hereinafter expressly exempted shall
drive any motor vehicle upon a highway in this State unless such
person has a valid license as an operator or chauffeur under the
provisions of this article. No person shall operate a motor vehicle
as a chauffeur unless he holds a valid chauffeur's license. The De-
partment may require the surrender of all operator's licenses issued
to any person by another jurisdiction prior to the issuance of a
Maryland operator's license.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

(House Bill 324)

AN ACT to repeal and re-enact, with amendments, Section 88 (d)
of Article 78 of the Annotated Code of Maryland (1962 Supple-
ment), title "Public Service Commission Law," subtitle "Pro-
cedure Before Commission," amending the law concerning the
annual filing fee of certain public service companies in order to
change the formula for computing the amount thereof.
