"Talbot County", sub-title "County Treasurer", to follow immedi-
ately after Section 108 thereof and to read as follows:
108A. The County Commissioners shall appoint a Deputy Treas-
urer, with such powers and duties, and at such compensation, as may
be determined by the County Commissioners from time to time. In
the absence or incapacity of the Treasurer, the Deputy Treasurer
for the period of the absence or incapacity shall assume and dis-
charge all the powers, duties, and functions of the Treasurer. IN-
CLUDING THE AUTHORITY TO COUNTERSIGN CHECKS OF
THE COUNTY COMMISSIONERS.
Sec. 2. And be it further enacted, That all laws and parts of
laws inconsistent with this Act are repealed to the extent of any
such inconsistency.
Sec. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the imme-
diate preservation of the public health and safety, and having been
passed by a yea and nay vote supported by three-fifths of the mem-
bers elected to each of the two houses of the General Assembly, the
same shall take effect from the date of its passage.

(Senate Bill 475)
AN ACT to repeal and re-enact, with amendments, Section 566 of
Article 43 of the Annotated Code of Maryland (1957 Edition),
title "Health", sub-title "Hospitals", authorizing REQUIRING the
Board of County Commissioners of Somerset County to cooperate
in the construction of a nursing home hospital in the Town of
Crisfield within the terms of this sub-title by contributing a cer-
tain portion of the cost thereof, authorizing this portion of the
cost to be paid from general funds or borrowed funds, and provid-
ing for the duty of the State Board of Health on this project. AND
RELATING TO THE FINANCING OF THIS PROJECT AND
REIMBURSEMENT OF ITS FINANCING.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 566 of Article 43 of the Annotated Code of Maryland
(1957 Edition), title "Health", sub-title "Hospitals", be and it is
hereby repealed and re-enacted with amendments to read as follows:
566.
(a) The State Board of Health is hereby designated as the sole
agency to represent the State of Maryland for the purposes of Part
C, Title VI of the Public Health Service Act, as enacted by Public
Law 725 of the 79th Congress of the United States, and all amend-
ments thereof and additions thereto, providing grants to states for
the construction and reconstruction of hospitals and related fa-
