Queen Anne's, Talbot, Washington, Wicomico and Worcester Coun-
ties, in the towns of North Beach and Chesapeake Beach in Calvert
County and in Cambridge in election district No. 7 and Linkwood
election district No. 14 in Dorchester County.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 6
(House Bill 33)
AN ACT to add new Section 9-30.1 to the Code of Public Laws of
Anne Arundel County (1957 Edition, being Article 2 of the Code
of Public Local Laws of Maryland), title "Anne Arundel County,"
subtitle "Finance and Taxation," subheading "Budget Depart-
ment," to follow immediately after Section 9-30 thereof, author-
izing and directing the County Commissioners of Anne Arundel
County to pay to the Charter Board of Anne Arundel County the
sum of Forty Thousand Dollars ($40,000) for use by said Charter
Board in paying expenses incurred thereby in the preparation
of a charter for Anne Arundel County; and providing for an
accounting thereof.
Whereas, pursuant to the provisions of Article XI-A of the Con-
stitution of Maryland, the voters of Anne Arundel County, at the
general election held on November 6, 1962, by a vote of 19,080 to
8,271, voted to create a charter board to prepare, within six months
from the date of said election, a charter for said county, to be sub-
mitted to the voters thereof at the general election to be held in
November 1964; and,
Whereas, although the County Commissioners of Anne Arundel
County on November 27, 1962, agreed to appropriate the sum of
Forty Thousand Dollars ($40,000) for the payment of expenses to
be incurred by the charter board so created, full compliance with
existing provisions of the law with respect to expenditures of county
funds for which no provisions therefor have been made in the budget
are costly and time consuming; and
Whereas, it is imperative that the work of the charter board
proceed expeditiously in order that a charter be prepared within
the time required by law, now, therefore
SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 9-30.1 be and it is hereby added to the Code of Public
Local Laws of Anne Arundel County (1957 Edition, being Article
2 of the Code of Public Local Laws of Maryland), title "Anne
