Whereas, the study and solution of the problems of water supply,
sanitary sewerage, drainage and solid waste disposal on a regional
basis in the Maryland portion of the Washington metropolitan area
is a matter of concern to the State of Maryland because of the integral
relationship between the solution of these problems and the economic
and physical health of the State; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Maryland
members of the said Regional Sanitary Board are urged to continue
such studies in the fields of water supply, sanitary sewerage, solid
waste disposal and storm drainage, and for the purpose of assuring
the continuance of such studies and the participation therein by Mont-
gomery, Prince George's and Charles Counties, the Governor is hereby
requested and authorized to direct the Board of Public Works to con-
tribute to the Washington Suburban Sanitary Commission, as the
receiving agency for the Maryland members of the Regional Board,
a total of $60,000 to be used towards paying Maryland's share of the
cost of such studies by the Regional Board; and be it further
Resolved, That the Washington Suburban Sanitary Commission be
and it is hereby directed to report to the 1965 Session of the General
Assembly of Maryland the status and results of the studies under-
taken; and be it further
RESOLVED, HOWEVER, THAT IN THE EVENT, THE FINAL
REPORT OF THE WASHINGTON SUBURBAN SANITARY COM-
MISSION, REFERRED TO ABOVE, RECOMMENDS THE CON-
TINUANCE OF THE METROPOLITAN REGIONAL SANITARY
BOARD, AND IN THE FURTHER EVENT THAT SAID RECOM-
MENDATION IS FAVORABLY ACTED UPON BY THE GEN-
ERAL ASSEMBLY AND APPROVED BY THE GOVERNOR, AND
IN THE FURTHER EVENT THAT SAID REGULATING BOARD
IS EMPOWERED TO ISSUE BONDS, THEN FROM THE FIRST
RECEIPTS OF THE FIRST SUCH ISSUE, IT SHALL REPAY TO
THE STATE TREASURY THE SAID SUM OF $60,000. (IT IS
THE INTENTION OF THIS RESOLUTION THAT MONIES AP-
PROPRIATED BY THE STATE FOR THE STUDY HEREIN PRE-
SCRIBED SHALL BE IN THE FORM OF AN INTEREST-
FREE LOAN);
Resolved, That any of the funds contributed by the Board of Public
Works not committed at the time of such report shall be returned to
the Board, and be it further
Resolved, That the Secretary of State shall send copies of this
Resolution to the Regional Sanitary Board, the Washington Suburban
Sanitary Commission, President of the County Council for Mont-
gomery County and the Presidents of the Boards of County Commis-
sioner's of Prince George's and Charles Counties.
