2176 JOINT RESOLUTIONS
Whereas, The provisions of the State Police Retirement System are
not as liberal in several regards as the provisions of the retirement
system for State employees and for the public school teachers of the
State, particularly with regard to mandatory retirement at a specified
age or after a specified number of years of service as a member of the
system; and
Whereas, Members of the General Assembly have become con-
cerned about inequitable differences between the provisions of the
retirement system for State servants and believe that provision should
be made for mandatory retirement for members of the State police
system in order to afford greater security to State policemen and to
raise morale on the State Police Force; and
Whereas, The General Assembly recognizes that no legislative pro-
posal to effect changes in the State Police retirement system can be
offered until a study has been made of the changes that would be most
beneficial and after consultation with actuarial experts in order not
to jeopardize the stability of the present system; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
of Maryland is requested to appoint a Commission consisting of seven
persons to make a study of the State Police Retirement System to
determine what changes need to be made in the System to make its
provisions equivalent to that of the other State retirement systems,
including provisions for mandatory retirement; and be it further
Resolved, That the Commission is requested to report its findings
and its recommendations to the Governor and to the General Assembly
by January 15, 1964; and be it further
Resolved, That copies of this Resolution are sent to the Governor
of Maryland and to the Superintendent of the Department of Mary-
land State Police.

House Joint Resolution requesting the Governor to appoint a com-
mission to study the advisability of State assumption of Friendship
Airport, or in the alternative to contribute to or subsidize the air-
port or assist in the promotion of the airport.
Whereas, Friendship Airport is used by citizens of this State from
numerous areas of the State; and
Whereas, The Airport is properly a matter of concern to all its
citizens; and
Whereas, The City of Baltimore has experienced financing diffi-
culties in the operation of the Airport; now, therefore, be it
