Whereas, the standards of construction of Inter-State Highways
and their maintenance are promulgated by Federal authorities, now
therefore be it

Resolved by the General Assembly of Maryland, That the Congress
of the United States be and is requested to consider and to provide
legislation for federal funds to pay for or assist in payment of the
cost of maintenance of Inter-State Highways systems in Maryland
and other states, and be it further

Resolved, That copies of this resolution be transmitted by the Secre-
tary of State to the President of the United States, the President of
the United States Senate, Speaker of the House of Representatives
and to each member of the Congress of the United States from Mary-
land.

(Senate Joint Resolution 27)

Senate Joint Resolution requesting the Governor of Maryland to set
up a commission to study the problem of inequitable distribution
of the State gasoline tax fund.

The members of the General Assembly of Maryland are convinced
that a thorough study and investigation should be made of the
present formula for distributing gasoline tax revenues. Fifty per-
cent of these monies go to the State Roads Commission for work on
State highways. The other fifty per cent goes to the political sub-
divisions of the State.; NOW, THEREFORE, BE IT

However, a most inequitable situation exists with respect to the
allotments from the latter half of the gasoline tax revenues. This

fifty per cent ratio is allocated on the basis of thirty per cent to

Baltimore City and twenty per cent to the counties in the aggregate.

Obviously a highly unfair situation exists here with respect to the
counties in Maryland. This is particularly true as to the heavily
populated suburban counties, all of which have many square miles

of area with closely built up homes and streets approximating large

portions of Baltimore City. To give the counties in the aggregate less
than the City of Baltimore is a most unfair situation that should be
speedily corrected; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Governor
of Maryland be requested to set up a special commission to study
and revise the present inequitable; formula for the distribution of
monies in the gasoline tax fund; and be it further

Resolved, That on this commission he be requested to name three
members of the General Assembly, one representative of the State
Roads Commission, and one representative from the office of the
State Comptroller; and be it further
