2164                            JOINT RESOLUTIONS

Whereas, some years ago the State Roads Commission constructed
a bulkhead in the Town of Chesapeake Beach along the Chesapeake
Bay to protect certain property over which the Roads Commission
has a right of way for the construction of a road; and

Whereas, the Commission although not denying its original con-
struction presently refuses to assume responsibility for maintenance
of the bulkhead, since the proposed road for which the right of way
was secured was never constructed; and

Whereas, the bulkhead has now deteriorated to the point where
immediate steps are required to repair it in order to prevent erosion of
the property protected by the bulkhead; and

Whereas, the State Roads Commission should not now be allowed
to abandon the bulkhead so long as it still has the right of way
behind the bulkhead for roads purposes, and should be required to
report at once what steps it will undertake to repair and to keep
the bulkhead in proper condition in the future; now, therefore, be it

Resolved by the General Assembly of Maryland, That the State
Roads Commission is hereby requested to provide for the repair and
future maintenance of the bulkhead in the Town of Chesapeake
Beach running along the Chesapeake Bay; and be it further

Resolved, That a copy of this Resolution is BE sent to the Chair-
man-Director of the State Roads Commission and to the Mayor and
Council of Chesapeake Beach.

(Senate Joint Resolution 19)

Senate Joint Resolution requesting the Legislative Council's Commit-
tee on Taxation and Fiscal Matters to study problems in the De-
partment of State Police concerning retirement and the most effec-
tive utilization of personnel.

The members of the General Assembly of Maryland are requesting
that the Legislative Council direct its Committee on Taxation and
Fiscal Matters to study the retirement program and policy of the
Department of Maryland State Police to determine its adequacy in
dealing with the personnel problems arising from the nature of the
work to be done by the members of this organization.

The problem mainly concerns the age at which members of the State
Police become less effective than formerly for the duty of patrolling
roads.

The particular inquiry should include the following items:

a. Transfer of over-age members to other positions in which their
training and experience would be a valuable asset, with duties less
exacting and strenuous.
