b.   The effect of such a policy on the advancement of younger
troopers, thereby stimulating their desire to extend their service into
a lifetime career.

c.   Liberalization of retirement benefits to encourage retirement;,
now therefore be it

Resolved by the General Assembly of Maryland, That the Legisla-
tive Council be requested to instruct its Committee on Taxation and
Fiscal Matters to study possibilities for a better utilization of the
training and experience of troopers in the State Police during the
years after they have passed voluntary retirement age and before
they reach mandatory retirement age; or as a possible alternative,
liberalizing of the retirement possibilities in the State Police pension
system, and be it further

Resolved, That the Committee on Taxation and Fiscal matters and
the Legislative Council be requested to submit the results of their
study, together with any recommendations deemed pertinent, to the
General Assembly of 1964.

(Senate Joint Resolution 20)

Senate Joint Resolution requesting the State Department of Health
to study possible dangers from the use of thallium sulphate as a
rat poison.

The members of the General Assembly of Maryland are disturbed
over reports that the household use of thallium sulphate as a rat
poison has caused death or permanent brain damage to children who
accidentally eat this compound.

If there are any dangers inherent to the children of the State of
Maryland in the use of thallium sulphate as a rat poison, this condi-
tion should be ascertained and pointed out to the people of Maryland;
now therefore be it

Resolved by the General Assembly of Maryland, That the State
Department of Health be requested to investigate possible dangers
to children of this State from the household use of thallium sulphate
as a rat poison; and be it further

Resolved, That the State Department of Health be requested to
report the results of its study, together with any recommendations
it may have, to the General Assembly.
