Whereas, Preliminary discussions with State Roads Commission
officials indicate that such "Right of Way Property Plans" can be
prepared and filed for a reasonable cost; now, therefore, be it
Resolved by the General Assembly of Maryland, That the State
Roads Commission is requested, in each case where a highway project
is being built on a new location, or such portion as is on a new loca-
tion, to prepare and record with the appropriate Court Clerk a
mosaic or "Right of Way Property Plan" which will show the outline
of the entire property and the location of the right of way being
acquired through such property. The information to be shown on
such plan need not be ascertained through actual field survey, but
may be prepared from the plotting of deeds and the gathering of
field topography that will assist in the assembly of this data into the
"Right of Way Property Plan" showing pictorially the appropriate
relation of the right of way taking to the entire tract.
In connection with the preparation and recording in the appro-
priate County of such "Right of Way Property Plan" the State
Roads Commission is authorized to furnish appropriate plat books,
uniform in design, to the several Court Clerks where State Roads
Commission plats and deeds are recorded.
The State Roads Commission is further requested to review its
files of recent major highways constructed on new location and in
those cases where the above referred to "Right of Way Property
Plan" can be prepared from data already in its possession, to prepare
such plans at the earliest practical date and record such plans with
the Clerk of the Court of the appropriate County; and be it further
Resolved, That a copy of this Resolution be forwarded to the Chair-
man of the State Roads Commission.

House Joint Resolution memorializing the Congress of the United
States to enact legislation to implement the "Federal Flood Insur-
ance Act of 1956."
Whereas, The Congress of the United States, in 1956, enacted the
"Federal Flood Insurance Act of 1956"; and
Whereas, The Congress found in said act that "In the case of re-
curring natural disasters, including recurring floods, insurance pro-
tection against individual and public loss is not always practically
available through private or public sources"; and
