2146 JOINT RESOLUTIONS
Whereas, Knowledge of and enforcement of existing statutes and
regulations have not in the past been sufficient to suitably protect
from corrupt and unethical practices either the seller or the purchaser
of goods, chattels, wares, or merchandise by auction; and
Whereas, It is deemed wise that a study of the statutes and regu-
lations pertaining to trading by auction be undertaken to determine
what changes in and additions to the statutes and regulations shall be
enacted to provide an adequate and comprehensive regulation of trad-
ing by auction; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Legis-
lative Council of Maryland be and it hereby is requested to undertake
a study of trading by auction and to make such reports and recom-
mendations as it deems wise to the General Assembly meeting in
1964; and be it further
Resolved, That a copy of this resolution be sent to the Legislative
Council.

(House Joint Resolution 67)
House Joint Resolution calling for the appointment of a committee
in Cecil County to study the liquor laws of Cecil County.
Whereas, There exists considerable differences of opinion as to
the desires of the citizens of Cecil County with respect to laws relat-
ing to the sale of alcoholic beverages in Cecil County; and
Whereas, Careful consideration and a comprehensive study should
be undertaken respecting the need for legislation concerning the sale
of alcoholic beverages in Cecil County; and
Whereas, The members of the General Assembly from Cecil could
prepare legislation which fulfills the requirements of the county with
the advice of such committee; now, therefore, be it
Resolved by the General Assembly of Maryland, That:
1. A committee be and is hereby created and constituted, to be
designated and known as "Study Committee on Alcoholic Beverage
Laws in Cecil County."
2. The membership of such committee shall consist of:
(a) One member from the County Commissioners of Cecil County
to be chosen by the said County Commissioners;
(b) One member from the members of the General Assembly from
Cecil County to be chosen by the members of the General Assembly
from Cecil County;
