[magistrate] magistrates in said county and provide for the com-
pensation of such constables either by the fees prescribed by law or
by such annual salary in lieu of fees, as the County Commissioners
in their discretion, may determine provided, however, that the pro-
visions of this section shall not apply to the counties of Carroll,
Frederick, Montgomery, Wicomico, Prince George's, Harford, Cecil
and Calvert and in Anne Arundel the County Commissioners [may
appoint two constables at salaries of not more than twelve hundred
dollars ($1,200.00) per year] shall provide the compensation for the
constables of the People's Court as provided in the public local laws
thereof.
112.
(a) The county commissioners shall provide such clerical assist-
ance, and pay such compensation therefor as said commissioners may
deem reasonably necessary for any trial magistrate. The appoint-
ment of clerical assistants shall be made by the trial magistrate to
be thus served when provision therefor is made by the county com-
missioners except that in Montgomery, Allegany, Baltimore and Kent
counties such clerical assistant shall be appointed by the county com-
missioners of said counties. In counties in which provision is made
by the county commissioners for clerical assistants, the trial magis-
trates shall direct and supervise the services to be rendered by said
assistants. [In Anne Arundel County the clerks shall also act as
filing clerks for the police department with respect to all civil pro-
ceedings and shall receive such compensation as may be provided by
the County Commissioners but not less than eight hundred dollars
($800) nor more than fifteen hundred dollars ($1,500) per year.]
In Kent County, the clerk to the trial magistrate of said county shall
receive a salary of twenty-four hundred dollars ($2,400) per year,
payable in equal monthly installments. The County Commissioners
of Kent County are hereby authorized to increase said compensa-
tion.
The said clerk in Kent County shall be present in the magistrate's
office Monday through Friday of each week from 9 A.M. through
4 P.M. and any other times the trial magistrate holds court.
113.
The trial magistrates, including the substitute magistrates pro-
vided for in Section 119 hereof, required by this sub-title to sit
at more than one place may be allowed traveling expenses necessar-
ily incident to their duties at the rate of five cents per mile which
shall be paid to them by the county commissioners, upon vouchers
duly certified. Constables duly assigned to said magistrates, and
clerical assistants appointed under authorization of the county com-
missioners shall be present at the trial rooms provided for them at
all times during their sessions. The said constables and clerical
assistants may also be allowed their necessary traveling expenses at
the rate of five cents per mile. [Provided that in Anne Arundel Coun-
ty the said constables may be allowed their necessary traveling ex-
penses at a rate per mile to be determined by the County Commis-
sioners from time to time but not exceeding the rate of eight cents
per mile.]
119.
(a) In addition to the justices of the peace and justices of the
