peace at large hereinbefore specified, the Governor, by and with the
advice and consent of the Senate, shall appoint one justice of the
peace at large for each county of the State, except Anne Arundel,
Montgomery, Prince George's and Kent counties, who shall be desig-
nated "substitute trial magistrates". Such magistrate shall post the
bond required of trial magistrates and shall receive a salary of
$100.00 per year, except there shall be four substitute magistrates
appointed for Baltimore County, each of whom shall receive $2,000.00
per year in addition to the compensation received when actually sit-
ting as a substitute as hereinafter provided, and except the substitute
magistrate appointed for Somerset County, who shall receive five
hundred dollars ($500.00) per year in addition to the compensation
received when actually sitting as a substitute, as hereinafter provided
and except the substitute magistrate appointed for Cecil County,
who shall receive $300.00 per year in addition to the compensation
received when actually sitting as a substitute, as hereinafter pro-
vided. And in Wicomico County said substitute trial magistrate shall
receive a salary of $800.00 per year.
[ (j) In Anne Arundel County the office of substitute trial magis-
trate shall receive a salary of not less than $1,200.00 per year.]

Every trial magistrate, and judge and substitute judge of the
People's Court of Anne Arundel, Montgomery and Prince George's
counties, before entering upon his official duties, shall give to the
State of Maryland and file with the clerk of the circuit court for the
county, a good and sufficient bond, with corporate security to be ap-
proved by the county commissioners or county council of the county
for which he was appointed or in which the court is located, in the
penalty of five thousand dollars ($5,000.00), upon the condition ex-
pressed in each of said bonds that the said judge or [justice of the
peace] magistrate, giving it will truly and faithfully discharge, exe-
cute and perform all and singular the duties and obligations of a
judge or [justice of the peace] magistrate, and that he will account
for and pay over to the county commissioners or county council of
the county or to whomsoever else may be otherwise or hereafter
designated by law as the proper recipient thereof, all fees, costs,
fines, penalties and forfeitures which he is bound to account for and
pay over as aforesaid, and that he will faithfully and truly account
for and pay over to the person or corporation entitled thereto all
money belonging to such person or corporation which may come into
his hands as such judge or [justice of the peace] magistrate.
Every justice of the peace other than a trial magistrate or a sub-
stitute trial magistrate, and every clerk to a trial magistrate (ex-
cept in Anne Arundel, Montgomery and Prince George's counties),
shall, before entering upon his duties, give a corporate bond similarly
conditioned, in the amount of $1,000.
The Commissioner of Motor Vehicles may by regulation require
the several trial magistrates to give and file such additional bonds
as in his determination shall be advisable or necessary in relation
to the amount of fines, forfeitures, penalties and costs imposed and
collected by them individually in cases involving violations of the
motor vehicle laws. Except as to amount, such additional bonds shall
be subject generally to the terms and conditions applying to the sev-
eral bonds as required by this section.
