Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 123A be and it is hereby added to the Code of
Public Local Laws of Kent County (1959 Edition, being Article 15 of
the Code of Public Local Laws of Maryland), title "Kent County",
sub-title "County Commissioners", to follow immediately after Sec-
tion 123 thereof, and to read as follows :
123 A.
The County Commissioners of Kent County are hereby authorized
in their discretion to borrow a sum not to exceed five hundred thou-
sand dollars ($500,000.00) from any bank or trust company for the
purpose of an addition to the Court House and for renovation of and
additions to the County Office Building.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to add new Sections 38 to 50, inclusive, to Article 66B of
the Annotated Code of Maryland (1957 Edition), title "Zoning
and Planning", to follow immediately after Section 37 thereof
and to be under the new sub-title "Historic Area Zoning", making
provision for the preservation of structures of historic and archi-
tectural value in the several counties and municipal corporations
of this state, establishing the procedures applicable to this power
and the rights and duties of the officials of the counties and munic-
ipal corporations in relation thereto and relating generally to the
preservation, maintenance and reconstruction of certain struc-
tures of historic and architectural value in this state-; AND PRO-
VIDING FOR THE COUNTIES IN THIS STATE IN WHICH
THIS ACT IS EFFECTIVE.

38. (a) The preservation of structures of historic and architec-
tural value is a public purpose in this state. The board of county
commissioners or county council of every county in the state IN
THOSE COUNTIES IN WHICH THIS SUB-TITLE IS EFFEC-
TIVE and the mayor and city council, by whatever name known, of
every municipal corporation in this state IN THOSE COUNTIES
IN WHICH THIS SUB-TITLE IS EFFECTIVE have power by ordi-
nance or resolution to regulate the construction, alteration, repair,
moving, and demolition of such structures within their respective
