Household Goods Movers on the effective date of this section with-
out proof of public convenience and necessity, ; and collecting a $5
application fee and $2.50 annual renewal fee per carrier as a con-
tribution towards the expense of administering the Act. The Com-
mission shall not have any authority or jurisdiction over approval,
disapproval or establishment of rates charged by said Household
Goods Movers.

(f) The term "Household Goods Mover" means ANY PERSON
who transports for-hire by motor vehicle from one place within the
Washington, D. C. commercial zone WASHINGTON METROPOLI-
TAN AREA TRANSIT DISTRICT to another place within the said
DISTRICT Washington, D. C. commercial zone when such transpor-
tation is partially exempt from regulation by the interstate com-
merce act, uncrated personal effects and property used or to be used
in a dwelling when a part of the equipment or supply of such
dwelling; furniture, fixtures, equipment and the property of stores,
offices, museums, institutions, hospitals, or other establishments
when a part of the stock, equipment or supply of such stores, offices,
museums, institutions, hospitals, or other establishments; and articles,
including objects of art, displays and exhibits, which because of
their unusual nature or value require specialized bundling and equip-
ment usually employed in moving household goods. The term shall
not include one who transports his own goods for the purpose of sale,
delivery or in the furtherance of a trade or business other than
transportation.
Sec. 2. And be it further enacted, That until such time as Vir-
ginia and Congress approve the Compact as amended by the General
Assembly of Maryland in regular session in 1963 the Compact
adopted under Chapter 613, Acts of the General Assembly of Mary-
land, 1959, as last amended by Chapter 114, Acts of the General As-
sembly of Maryland, 1962, shall prevail.
Sec. 3. And be it further enacted, That this Act shall become ef-
fective upon the adoption of substantially similar amendments to
the Washington Metropolitan Area Transit Regulation Compact by
each of the signatories to the Compact, and upon the approval of the
amendments to the Compact by the Congress of the United States.

AN ACT to add new Section 123A to the Code of Public Local Laws
of Kent County (1959 Edition, being Article 15 of the Code of
Public Local Laws of Maryland), title "Kent County", sub-title
"County Commissioners", to follow immediately after Section 123
thereof, to authorize the County Commissioners of Kent County
to borrow a sum of money for the purpose of constructing an ad-
dition to the Court House and for improvements to the County
Office Building.
