BE A GRADUATE OF A RECOGNIZED COLLEGE OF ENGI-
NEERING AND HOLD A BACHELOR OF CIVIL ENGINEER-
ING DEGREE. His salary shall be as fixed by the County Commis-
sioners from time to time.

(b)   The Director is not liable to removal from office except for
incompetency, willful neglect of duty, or other good cause impairing
his usefulness. He may not be removed, however, without written
charges preferred against him and an opportunity to be heard. Hear-
ings upon the question of his removal from office are open to the
public, and the decision of the County Commissioners is final, with
no appeal to court.

(c)   The Director shall give bond to the County Commissioners of
Harford County, conditioned upon the faithful discharge of his
duties and the protection of the County Commissioners against loss
or damage by reason of any act, default, neglect, false or fraudu-
lent statement or act, in the penal sum of ten thousand dollars
($10,000.00).

(d)   The Director shall not be interested financially in any indi-
vidual, firm, or corporation from which any materials, equipment,
machinery, or supplies are purchased by the county while he is in
office, nor shall he receive any commission or pecuniary profit on any
such purchases. He shall reside in Harford County during his term
of office, shall devote his entire time to the discharge of his duties as
such Director, and during the term of his employment, shall not
accept or receive any compensation from any other source.

448.

(a) The Director of Public Works, under the supervision of the
County Commissioners, is charged with the following duties and
powers:

(1)   To inspect the public highways, sidewalks, roadside mainte-
nance and beautification, and bridges of the county road system and
any work being done in connection therewith, and to suspend work
not being done in accordance with the contract or the county road
specifications.

(2)   To maintain a current official highways map of the county.

(3)   To provide such road name signs, parking and directional
signs, and traffic control devices at road intersections as he deems
necessary and appropriate. Before placing such signs or control de-
vices, he shall secure the approval by resolution of the County
Commissioners.

(4) To have charge of all county machinery and equipment used
by the county in the construction, repair, and maintenance of public
roads, bridges, roadside, and sanitary landfills, with responsibility
for the proper care and maintenance thereof; to maintain an inven-
tory of said equipment; and to make recommendations to the County
Commissioners for the sale of used machinery and equipment and the
purchase of new equipment.

(5) To prepare necessary rights of way plats and to secure from
adjacent property owners easements and other rights required to
widen, extend, grade, or relocate said roads so that all roads repaired,
