rebuilt or constructed shall have proper width, grade, alignment, and
drainage.

(6)  Subject to the approval of the County Commissioners, to select
the necessary employees to carry out the duties of his department.
Such employees are under the Director's supervision, and he has the
power to discharge employees. Whenever the Director exercises his
power to discharge employees, he shall give a written report to the
County Commissioners stating the reason for such action.

(7)   To keep accurate books of account and records reflecting the
cost of maintenance, construction, and such other factors as good
accounting practice requires and as approved by the County Com-
missioners; to report to the County Commissioners on their first
regular meeting in each month or oftener if necessary for the purpose
of giving an exact statement to them of all work done or contem-
plated, and the cost thereof.

(8)   To assist the County Commissioners in the acquisition and
maintenance of public dumps or sanitary landfills, and to perform
such duties in connection with the servicing of garbage districts as
the County Commissioners may designate.

(9)   To supervise the construction and maintenance of such public
buildings and parking lots as the County Commissioners may submit
to his care, custody, and control.

(10)   To organize his department into the divisions necessary to
provide efficient administration of the duties of the department.

(11)   To administer any building, or similar Code adopted by the
Board of County Commissioners.

(b)  The Director of Public Works shall examine and certify to
the correctness of all bills and accounts for work and materials fur-
nished for any of the roads, bridges or other construction, or repair
work done by the county under his supervision; and of the correct-
ness of all expenditures for or in connection with the purchase, repair,
maintenance or operation of any of the aforementioned machinery
or equipment; and for all supplies purchased for any of the above-
mentioned purposes. He has power to purchase materials necessary
for the proper performance of his duties where the amount of such
purchase does not exceed one thousand dollars ($1,000.00), but he
must submit the vouchers for such purchases to the County Com-
missioners for their approval before these bills are paid. If the
amount or estimated amount of said purchase is in excess of one
thousand dollars ($1,000.00), he must first secure the approval of the
County Commissioners, who may, in their discretion, direct that the
materials or equipment desired be sought by competitive bidding in
such manner and in accordance with such specifications as they may
direct; and upon receipt of such bids, the County Commissioners may
accept the bid which in their judgment is best under the circum-
stances, giving proper weight to the nature of the supplies or equip-
ment offered by the suppliers and the cost thereof.

(c)   Whenever in the judgment of the County Commissioners or
the Director it is deemed advantageous to award a contract to an
independent contractor for the construction, relocation, roadside
maintenance, or repair of any road, bridge, or other duly authorized
building in Harford County which is under the jurisdiction of the
Department of Public Works and the labor and materials of which
