444. DISPOSAL SITES

444. The County Commissioners of Harford County may pur-
chase, acquire, and maintain public dumps, dump sites or sanitary
landfills, incinerator sites and machinery and equipment used in
their maintenance for the use of residents not living in incorporated
cities or towns and pay for the same by funds raised from real
property taxes levied upon assessable property located outside of the
incorporated municipalities of Harford County. The Commissioners
may make such special charges for the use thereof by commercial
waste disposal collectors as they may deem right and proper.

445. GARBAGE ZONES

The County Commissioners may establish garbage zones in Har-
ford County and to establish schedules of service charges to be made
to each household or commercial unit for the removal of garbage,
ashes, trash, and other waste material. These unit service charges
shall be sufficient to defray the cost of removal of such garbage,
ashes, trash, and other waste matter in each established garbage
zone. The service charges shall be levied and collected from the
owner of real estate as county taxes are collected and shall have the
same priority rights, bear the same interest and penalties, and in
every respect be treated as county taxes. The County Commissioners
are further authorized to have the waste removal made by county
employees or, after competitive bidding, to execute contracts for
such removal by an independent contractor or contractors for such
periods and upon such terms as they may establish.

446. Street Lights

(a)  The County Commissioners of Harford County may designate
and from time to time discontinue or change special tax areas for
the purposes of this section, within any portions of Harford County
not included within the boundaries of a municipal corporation sub-
ject to the provisions of Article HE of the Constitution of Mary-
land.

(b)  In any such tax area the County Commissioners may levy and
collect a special tax levy for the purpose of constructing, maintain-
ing, and operating a system of electric street lights along the public
ways and streets of the tax area. The amount of this tax levy from
time to time shall be added to and collected as county taxes are col-
lected in Harford County.

Department of Public Works
447.

(a) A Department of Public Works is established under the super-
vision and direction of the County Commissioners of Harford
County. The County Commissioners shall appoint a Director of
Public Works for a term of four years from the date of his appoint-
ment or until his resignation or removal, or until his successor is
appointed. In the event of the death, resignation, or removal from
office of the Director, the County Commissioners shall appoint a
successor for the balance of the unexpired term. The Director must

have the degree of Civil Engineer and experience in bridge and

road building or have had at least ten years of practical experience
in bridge and road building in a supervisory or executive capacity.
