All contributions, in excess of moneys actually due, which are made
in error, shall be refunded by the Executive Director when proper
claim is made therefor. , regardless of the reason the error was com-
mitted on the knowledge of the employer at the time the overpayment
was made.
No refund or credit shall be allowed with respect to a
payment as contributions or interest unless an application therefor
shall be made on or before whichever of the following dates shall be
the later: (1) One year from the date on which such payment was
made; or (2) three years from the last day of the period with re-
spect to which such payment was made. For a like cause and within
the same period a refund may be so made, or a credit allowed, on the
initiative of the Executive Director. Nothing in this article, or any
part thereof, shall be construed to authorize any refund or credit of
moneys due and payable under the law and regulations in effect at
the time such moneys were paid.

In the event that any claim for refund is rejected, a written notice
of rejection shall be forwarded the employer. Within ten days there-
after, he, they, or it may petition the Board of Appeals for a formal
hearing, setting forth the grounds upon which such refund is
claimed. The Board of Appeals shall grant such hearing and shall
notify the petitioner of the time and place fixed for such hearing.
After such hearing, the Board of Appeals shall make such order in
the matter as may appear to it just and lawful, and shall furnish a
copy of such order to the petitioner.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 870
(Senate Bill 286)

AN ACT to repeal Sections 441 to 450, inclusive, of the Code of Public
Local Laws of Harford County, (1957 Edition, being Article 13 of
the Code of Public Local Laws of Maryland), title "Harford
County", sub-title "Roads", including the repeal of Sections 443A
to 443F thereof, inclusive, as enacted by Chapter 705 of the Acts
of 1959 and to repeal said sub-title; and to enact in lieu thereof new
Sections 441 to 449, 448, inclusive, to stand in the place of the
Sections so repealed and to be under the new sub-title "Roads and
Public Works", revising the laws of Harford County concerning
roads and public works, providing for the duties of the County
Commissioners with respect thereto, setting up a Department of
Public Works and defining its powers and duties, and relating
generally to the responsibilities for control and operation of roads
and public works in Harford County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 441 to 450, inclusive, of the Code of Public Local Laws
of Harford County, (1957 Edition, being Article 13 of the Code of
Public Local Laws of Maryland), title "Harford County", sub-title
"Roads", including Sections 443A to 443F thereof, inclusive, as en-
acted by Chapter 705 of the Acts of 1959 and said sub-title thereof,
