2004                           LAWS OF MARYLAND                      [CH. 868

BOARD OF LICENSE COMMISSIONERS FOR ST. MARY'S
COUNTY, TO PROVIDE FOR SALARIES OF ITS MEMBERS,
FOR ITS POWERS AND DUTIES, PROVIDING FOR MINOR-
ITY REPRESENTATION ON THE BOARD, FOR ITS CLERKS
AND CLERICAL HELP, AND RELATING GENERALLY TO
THE ALCOHOLIC BEVERAGE LICENSING BOARD OF ST.
MARY'S COUNTY.

WHEREAS, It is the intention of the General Assembly that the
Alcoholic Beverage Board, in addition to issuing all alcoholic bever-
age licenses in the County, shall exercise to the fullest extent pos-
sible under applicable laws all phases of the sale of alcoholic bever-
ages in the County and all phases of the content of any alcoholic
beverage business in the County, now therefore,

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 148(d), 148(g) and 155(s) of Article 2B of the An-
notated Code of Maryland (1957 Edition and 1962 Supplement),
title "Alcoholic Beverages", sub-title "Boards of License Commis-
sioners", be and they are hereby repealed and re-enacted, with
amendments, AND THAT NEW SECTION 158 (J-1) BE AND IT
IS HEREBY ADDED THERETO, TO FOLLOW IMMEDIATELY
AFTER SECTION 158 (J) THEREOF, to read as follows:

148.

(d) In St. Mary's County [of the three commissioners first so
appointed, one shall be appointed for a term of two years, one for a
term of four years, and one for a period of six years, in the manner
hereinabove provided.] the board of license commissioners as it ex-
isted prior to June 1, 1963 is abolished and a board to be called the
Alcoholic Beverage Board of St. Mary's County
NEW BOARD shall
be appointed as of that date, as provided in subsection (a) of this
section,
WHICH SHALL BE STYLED NOTWITHSTANDING THE
PROVISIONS OF SUBSECTION (A) "THE ALCOHOLIC BEV-
ERAGE BOARD OF ST. MARY'S COUNTY", BUT WHICH IN
ALL OTHER RESPECTS SHALL BE THE SAME AS A BOARD
APPOINTED UNDER SUBSECTION (A). The members of said
board shall organize by electing their own chairman. They shall meet
at least once during each calendar month, and as frequently in addi-
tion thereto as in their discretion is required by the duties of their
office. All hearings held by the board shall be open to the public.
The board is authorized to appoint advisory committees composed of
RESPONSIBLE persons in the county who are associated with the
alcoholic beverage business for the purpose of advising the board
on any matters relating to administration of the alcoholic beverage
laws.
ONE MEMBER OF THE BOARD SHALL ALWAYS BE A
MEMBER OF THAT POLITICAL PARTY WHICH AT THE LAST
PRECEDING GUBERNATORIAL ELECTION POLLED THE
SECOND HIGHEST NUMBER OF VOTES THROUGHOUT THE
STATE FOR THAT OFFICE.

(g) This section shall be applicable in Baltimore City, and (except
as otherwise provided) in Allegany, Anne Arundel, Baltimore, Cal-
vert, Prince George's, St. Mary's, Talbot, Washington, and Wicomico
counties.
