Sec. 3. And be it further enacted. That this Act shall take effect
June 1, 1963.

CHAPTER 842
(House Bill 797)

AN ACT to add new Section 45E to Article 7 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Carroll County,"
subtitle "County Commissioners," to follow immediately after
Section 45D thereof, as added by Chapter 806 of the Acts of 1961,
requiring a Building Permit to be obtained before undertaking
the erection, construction, etc. of any building or part thereof;
making building permit subject to existing housing and building
codes, authorizing county commissioners to charge a fee for a
building permit and to prescribe regulations for the posting of a
building permit; and setting out penalty provisions for failure to
obtain a building permit.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 45E be and it is hereby added to Article 7 of the
Code of Public Local Laws of Maryland (1930 Edition), title "Carroll
County," subtitle "County Commissioners," to follow immediately
after Section 45D thereof, as added by Chapter 806 of the Acts of
1961, to read as follows:

45E.

(a)  All persons, firms or corporations before erecting, construct-
ing, repairing, altering or remodeling any building or structure, or
part thereof, in Carroll County shall prior to commencing such
erecting, constructing, repairing, altering or remodeling make ap-
plication to the Supervisor of Assessments for Carroll County for a
Building Permit; and no erecting, constructing, repairing, altering
or remodeling shall be undertaken until a building permit has been
obtained, ,
PROVIDED, HOWEVER, THAT THE COUNTY COM-
MISSIONERS OF CARROLL COUNTY SHALL HAVE THE AU-
THORITY TO ADOPT REGULATION EXEMPTING FROM THE
PROVISIONS OF THIS SECTION SUCH ERECTING, CON-
STRUCTING, REPAIRING, ALTERING OR REMODELING AS
THEY SHALL DESIGNATE WHERE THE VALUE DOES NOT
EXCEED $500.00.

(b)  The application for the building permit shall set forth in
detail the locating
LOCATION of the land, the size and approximate
value of the building or structure to be erected, constructed, repaired,
altered or remodeled.

(c)  A building permit issued under this section shall be subject to
all regulations pertaining to health, zoning, subdivision, housing,
building, plumbing and electrical codes or regulations which are
effective on the date on which the building permit is issued. No
building permit issued under this section shall be valid for more than
one year from the date on which it is issued.
