OF SUCH ORDINANCE, A TWO-THIRDS (2/3) VOTE OF THE
COUNTY COUNCIL SHALL BE NECESSARY FOR THE ENACT-
MENT OF THE PROPOSED ORDINANCE EXTENDING THE
BOUNDARIES OF THE WASHINGTON SUBURBAN SANITARY
DISTRICT TO THE AREA SET FORTH IN SAID PROPOSED
ORDINANCE OR ANY PART THEREOF.

Sec. 2 3. And be it further enacted, That the areas within the Rural
Water Areas, created by Chapter 710 of the Acts of the General
Assembly of 1959, as added to or enlarged by Chapters 511, 542 and
772 of the Acts of the General Assembly of Maryland of 1961, are
specifically included within the area added to the Washington Sub-
urban Sanitary District, and from and after the effective date of this

Act the said Rural Water Areas shall cease to exist as such and the

areas therein shall be subject to the provisions specified in Section 3

HEREBY ENLARGED AND EXTENDED TO INCLUDE ALL
THAT PART OF MONTGOMERY COUNTY WHICH IS NOT
WITHIN THE WASHINGTON SUBURBAN SANITARY DIS-
TRICT AS IT IS NOW OR HEREAFTER DEFINED PURSUANT
TO THE PROVISIONS OF THIS ACT AND WHICH IS NOT
WITHIN THE CITY OF ROCKVILLE AND ITS MAXIMUM EX-
PANSION AREA AS DEFINED IN SECTION 1 HEREOF, AND
THE JURISDICTION OF THE WASHINGTON SUBURBAN
SANITARY COMMISSION, SUBJECT TO THE PROVISIONS OF
THE AFORESAID ACTS, IS HEREBY EXTENDED TO SAID
AREAS. WHEN, FROM TIME TO TIME THE BOUNDARIES
OF THE WASHINGTON SUBURBAN SANITARY DISTRICT
ARE EXTENDED OR ENLARGED PURSUANT TO THE PRO-
CEDURES SPECIFIED IN SECTIONS 1 AND 2 OF THIS ACT,
THEN THE AREA OR AREAS AFFECTED THEREBY SHALL
BE WITHIN THE DISTRICT FOR ALL PURPOSES AND NO
LONGER WITHIN THE RURAL WATER AREAS.

Sec. 3. And be it further enacted, That the jurisdiction of the

Washington Suburban Sanitary Commission is hereby extended to

all the rules and regulations of the Commission and all provisions of
law relating to the Washington Suburban Sanitary District, including

taxes and other sums or charges levied by the said Commission in

the Sanitary District, except that the Commission shall not levy any
ad valorem tax or front foot benefit assessment within the areas added
to the Washington Suburban Sanitary District by this Act
until such
time as the construction of a water system or sewerage system shall
be actually commenced in, or any
such existing system is extended to,
such area and made available to the property therein. When from time
to time any such system is commenced or extended in any part of the

above described areas the property or properties to which service
becomes available by reason of the commencement or extension, but

only those properties, shall no longer be subject to the within exemp-
tion from taxes and assessment charges but shall be subject thereto.

SEC. 3 4. AND BE IT FURTHER ENACTED, THAT THE JUR-
ISDICTION OF THE WASHINGTON SUBURBAN SANITARY
COMMISSION IS HEREBY EXTENDED TO INCLUDE THE
AREAS ABOVE DESCRIBED ADDED TO, OR WHICH MAY
