title "Fees of Officers", sub-title "Attorneys", and to repeal and
re-enact, with amendments, Section 176 of the Code of Public Local
Laws of Harford County (1957 Edition, being Article 13 of the
Code of Public Local Laws of Maryland), title "Harford County",
sub-title "Circuit Court", sub-heading "Court Stenographer", to
provide for disposition of a portion of the appearance fees of
attorneys in Harford County to be used for the purposes of the
Court Library of the County and to remove a requirement that the
court stenographer of the County act as librarian for the Bar
Library in the county.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 10 of Article 36 of the Annotated Code of Maryland
(1957 Edition), title "Fees of Officers", sub-title "Attorneys", be and
it is hereby repealed and re-enacted, with amendments; and that
Section 176 of the Code of Public Local Laws of Harford County
(1957 Edition, being Article 13 of the Code of Public Local Laws of
Maryland), title "Harford County", sub-title "Circuit Court", sub-
heading "Court Stenographer", be and it is hereby repealed and re-
enacted, with amendments, all to read as follows:

10.

(a)  Attorneys at law shall be entitled to demand and receive the
following fees, to wit:

For bringing, prosecuting or defending any suit or action at
law in any of the courts of this State of original jurisdiction......$ 5.00

For prosecuting or defending any cause, plaint or action, in-
cluding all proceedings to collect money due on mortgage, in
any of the courts of equity in this State................................. 10.00

For prosecuting or defending any cause in any of the orphans'
courts in this State...............„..................................................... 10.00

For prosecuting or defending any cause in the Court of
Appeals...................................................................................................... 10.00

For prosecuting or defending in any criminal cases in any of
the courts of this State having criminal jurisdiction, when
the punishment for the offense charged is death or confine-
ment in the penitentiary...................................................................... 10.00

In all other criminal cases, except cases before magistrates or
justices of the peace...................................................................................................... 5.00

(b)  In Harford County, the clerk of the circuit court for the county
shall deposit twenty per centum (20%) of all appearance fees collected
by him under the provisions of sub-section (a) above into a special
account to be used for the general purposes of the Court Library of
the county.

Article 13.
176.

The Circuit Court for Harford County is hereby authorized and
directed to appoint a Court Stenographer, who shall be a sworn officer
