formance of any work to be paid for in whole or in part with county
funds, for any purchase or contract which in either event costs more
than one thousand dollars ($1,000.00). The notice shall be adver-
tisement in two newspapers published in the county, at least once
in each of two weeks, giving notice that at a stated time and place,
not less than two weeks in the future, the board will meet in public
session to receive bids for the purchase or contract. However, in the
even EVENT of circumstances deemed by the County Commissioners
to constitute an emergency, they may proceed with the purchase or
contract without following the procedure established above in this
sub-section; and at the same time in such event they shall explain
in a public statement the circumstances deemed to constitute the
emergency.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 90
(Senate Bill 237)
AN ACT to repeal and re-enact, with amendments, Section 51 (m)
of Article 25 of the Annotated Code of Maryland (1962 Supple-
ment), title "County Commissioners", sub-title "County Treas-
urers", increasing the annual salary of the County Treasurer of
Frederick County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 51 (m) of Article 25 of the Annotated Code of Mary-
land (1962 Supplement), title "County Commissioners", sub-title
"County Treasurers", be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
51.
(m) The county treasurer of Frederick County shall receive an
annual salary of [$8,500.00] $10,000.00.
Sec. 2. And be it further enacted, That nothing contained herein
shall affect the salary of the County Treasurer of Frederick County
who may be in office at the time this Act becomes effective, nor shall
the salary of the Treasurer be changed for the remainder of the
term in which the present Treasurer is serving.
Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1963.
