pointed shall be fixed by the Court. [He shall also act as librarian for
the Bar Library of Harford County, collecting all amounts due the
$aid library and paying the amounts due by it for the purchase of
books and supplies, and to enforce such regulations as the Court may
prescribe governing the use of the books in said library.]

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

CHAPTER 92
(Senate Bill 14)

AN ACT to repeal and re-enact, with amendments, Section 601 (c)
of Article 43 of the Annotated Code of Maryland (1962 Supple-
ment), title "Health," subtitle "Chronic Hospitals and Infirma-
ries"; to add new Sections 601 (c-1) and 601(d-1) to said Article
and subtitle (1957 Edition and 1962 Supplement) to follow re-
spectively after Sections 601 (c) and 601(d) thereof; to repeal
and re-enact, with amendments, Section 601 (e) of said Article and
subtitle (1962 Supplement); TO ADD A NEW SECTION 5(a-l)
TO ARTICLE 59 OF SAID CODE (1962 SUPPLEMENT), TITLE
"LUNATICS AND INSANE," SUBTITLE "LUNATIC OR IN-
SANE PAUPERS," TO FOLLOW IMMEDIATELY AFTER SEC-
TION 5 (A) THEREOF; TO ADD NEW SECTIONS 601 (E-l)
AND 601(E-2) TO SAID ARTICLE AND SUBTITLE (1957
EDITION AND 1962 SUPPLEMENT); and to repeal and re-
enact, with amendments, Section 44 of Article 59 of said Code
(1962 Supplement), title "Lunatics and Insane," subtitle "Depart-
ment of Mental Hygiene," amending the laws concerning the
collection unit for the several chronic disease hospitals and the
collecting agency for the several mental hospitals in order to make
provisions for a retroactive establishment of rates for the care of
patients in these hospitals; providing for the distribution and allo-
cation of monies received in any year from or on behalf of a patient
in a chronic disease hospital or in a State mental institution; re-
lating to the relatives of and their responsibility for the care of
patients in chronic disease hospitals AND MENTAL INSTITU-
TIONS; and relating generally to the charge of, responsibility for
and collection of certain fees and charges for the care of patients
in chronic disease hospitals and mental institutions.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 601 (c) of Article 43 of the Annotated Code of Mary-
land (1962 Supplement), title "Health," subtitle "Chronic Hospitals
and Infirmaries," be and it is hereby repealed and re-enacted, with
amendments; that new Sections 601 (c-1) and 601 (d-1) be and they
are hereby added to said Article and subtitle (1957 Edition and 1962
Supplement) to follow respectively after Sections 601 (c) and 601 (d)
thereof; that Section 601(e) of said Article and subtitle (1962 Sup-
plement), be and it is hereby repealed and re-enacted, with amend-
ments; THAT A NEW SECTION 5(A-1) BE AND IT IS HEREBY
ADDED TO ARTICLE 59 OF SAID CODE (1962 SUPPLEMENT),
