plumbing work or engaging in the plumbing business in the county
shall register with the plumbing commission of the county and re-
ceive a license from the commission for which [the following annual
fees shall be paid: Master plumbers ten dollars and journeyman
plumbers two dollars] such fees shall be paid as established by the
plumbing commission, subject to approval of the Board of County
Commissioners.

No water, sewer or drain connections shall be constructed, no new
plumbing shall be installed, nor shall existing plumbing be added to,
altered or repaired except by a licensed master plumber who must
first obtain
[without] a permit from the plumbing commission. All
applications to do plumbing work shall be filed at the office of the
commission before the work is started and shall be accompanied by
a fee to cover the costs of issuing a permit and to cover the costs of
inspection of the work. The amount of such fee shall be prescribed
by the commission, subject to approval of the Board of County Com-
missioners,
and shall be determined upon as specified in the following
section. Each application shall be signed by a master plumber. In
case the master plumber who signs the application does not do the
work covered by it, [notification shall be given and the application
approved by the commission before the work is started] he shall
notify the commission to that effect and a new permit shall be re-
quired of the master plumber who completes the work.
A permit will
not be required to repair leaks; provided, that the original design
of piping of fixtures is not changed. Any piece of equipment or fixture
which receives or
discharges water shall be regarded as "new plumb-
ing." If any question arises hereunder regarding the identity of new

plumbing, the commission shall determine this question.

[A minimum permit and inspection fee of one dollar and fifty cents
shall be made for a permit to connect any building or premises with
a sanitary sewer or to a septic tank, cesspool or other means of sewage
disposal. An extra or additional fee of seventy-five cents shall be paid
for each and every plumbing fixture installed.]

[For the installation of plumbing work or fixtures in buildings
already connected with a public or private means of sewage disposal
the minimum fee for permit and inspection shall be one dollar and
fifty cents, which shall include the installation of not to exceed one
fixture. An extra or additional fee of seventy-five cents shall be
charged for each and every fixture in excess of one.]

[The minimum fee for permit and inspection, covering plumbing
alterations inside or outside of any building, shall be one dollar and
fifty cents, which shall include the changing or moving of not more
than one existing fixture, together with pipe and incidental work, or
the installation or relocation of a septic tank or cesspool. An extra or
additional fee of seventy-five cents shall be charged for each and
every fixture, cesspool or septic tank in excess of one.]

Permit and inspection fees, together with all other fees for work
completed under the supervision of the plumbing commission shall
be as determined by the commission, subject to approval by the
Board of County Commissioners.
