All plumbing, water supply, sewage and drainage work [on private
property] shall be subject to the inspection and approval of the
plumbing commission, and no septic tank may be installed without
its approval as to location. No work shall be covered over until it has
been inspected and approved by a duly authorized agent of the com-
mission. Improper workmanship shall be remedied and unsatisfactory
material shall be replaced at the expense of the plumber as ordered
by the commission. When this work has been done, the work shall
be again inspected before being covered at the expense of the plumber.
The master plumber shall notify the commission at least one day in
advance when his work is ready for the inspectors. A charge will
be made for every additional inspection made necessary on account
of work condemned or not in condition for inspection, the same to be
paid by the plumber. [It shall be the duty of the inspector to inspect
old houses to see that unvented fixtures are vented and plumbing put
in first-class condition before connecting to sewer.] It shall be the
duty of inspectors to inspect all properties to insure that all plumbing
has been performed by a licensed master plumber and meets the
minimum standards as set by the commission and applicable law.
Before any property is connected to any water supply or sewage dis-
posal facility (public or private), a certificate that such property
meets minimum applicable standards shall be issued by the commis-
sion. Public water supply and public sewage disposal facilities shall
be defined as those serving more than one single occupancy unit
whether residential, commercial, industrial or otherwise.

The Plumbing Commission shall submit an annual financial state-
ment to the Board of County Commissioners in time to be included
in the annual audit of the County General Records. Any person violat-
ing the provisions of this chapter, or the rules and regulations made
in pursuance thereof, shall, upon conviction thereof, be subject to a
penalty of not less than [five] fifty dollars nor more than [fifty]
five THREE hundred dollars for each and every such violation, or,
upon conviction of a second offense hereunder, a sentence to confine-
ment for not more than thirty days, or both.

Nothing in this chapter shall affect the right, powers and duties
of the state department of health or the county sanitary commission
or [Annapolis City or the Annapolis Metropolitan Sewage Commis-
sion] the Mayor and Aldermen of the City of Annapolis.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.
