and rental for office space if necessary, and for which the regulations
of the commission may provide; provided, however, that the com-
pensation and expense of the commission shall in no event be paid out
of the fund in the state treasury or become a charge against the state.
The commission shall meet at least once in each month and shall hold
special meetings as frequently as the proper and efficient discharge of
its business shall require.
15-2.
The plumbing commission shall have power to make and adopt
such rules and regulations for the supervision and enforcement in the
county of the provisions [of this chapter and of] pertaining to the
plumbing and sanitary laws of the state [and for the performance of
their duties under this chapter] and such other related matters as
may be directed by the Board of County Commissioners of Anne
Arundel County and to establish fees, subject to approval by the
Board of County Commissioners, from time to time, as in its judg-
ment it may deem necessary. The commission shall also have power
to make such rules and regulations governing the plumbing inspectors
which it may appoint.

The plumbing commission shall appoint such plumbing inspectors
as it may deem necessary, who must be licensed, registered master
plumbers, residing in the county. The compensation of such inspectors
shall be prescribed by the commission, which compensation shall be
paid by the treasurer of the commission out of the fees received under
the provisions of this chapter, but in no event shall such compensation
be paid by or become a charge against the state or county.

It shall be the duty of the plumbing inspectors to inspect all houses
and installations in the course of construction, alteration or repair
in the county, which are connected or are to be connected with any
public or private sewage, drainage or water supply system in order
to see that the plumbing, drainage and water supply installation and
connections thereto conform with the state Plumbing Code and the
health and sanitary laws of the state, as provided in Article 43 of
the Annotated Code of Maryland, 1957. It shall be unlawful for the
plumbing inspectors to be engaged or to be financially interested in
the plumbing business or the sale of any plumbing fixtures or sup-
plies, or to act as agent, either directly or indirectly, for any firm
so engaged. The plumbing commission shall have full power to re-
move any of the inspectors for incompetency or improper conduct,
upon satisfactory evidence and after an opportunity to be heard.
15-6.
It shall be the duty of every person desiring to engage in conducting
the business of plumbing in the county as a master plumber to exhibit
his certificate issued by the state board of commissioners of practical
plumbing, and to register with the plumbing commission of the coun-
ty, but it shall not be necessary for any master plumber to maintain a
place of business in the county in order to do plumbing work in the
county. Every master and journeyman plumber, licensed by the state
