341 of this article. IN ANNE ARUNDEL COUNTY, ANY PERSON
AGGRIEVED BY ANY ACTION TAKEN UNDER THE PROVI-
SIONS OF THIS SECTION AND UNABLE TO ACHIEVE A
SATISFACTORY SOLUTION THROUGH NEGOTIATION WITH
THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY
MAY APPEAL THE ACTION OF THE COUNTY COMMISSION-
ERS TO THE CIRCUIT COURT OF ANNE ARUNDEL COUNTY.
THE FILING OF SUCH AN APPEAL SHALL HAVE THE EF-
FECT OF STAYING THE ACTION OF THE BOARD UNTIL THE
APPEAL HAS BEEN HEARD. IF THE CIRCUIT COURT DEEMS
THE ACTION OF THE COUNTY COMMISSIONERS TO BE ARBI-
TRARY, CAPRICIOUS OR UNDULY DISCRIMINATORY, IT
SHALL REVERSE THE RULING OF THE BOARD.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1963.

AN ACT to repeal and re-enact, with amendments, Sections 10-12,
10-13 and 10-15, of the Code of Public Local Laws of Anne Arun-
del County (1957 Edition and 1961 Supplement), being Article 2
of the Code of Public Local Laws of Maryland, title "Anne Arundel
County," subtitle "Organization," "FIRE PROTECTION," AS
SAID SECTION 10-15 WAS AMENDED BY CHAPTER 30 OF
THE ACTS OF THE FIRST EXTRA SESSION OF 1962, clarify-
ing provisions relating to the Board of Fire Commissioners in
Anne Arundel County, and their duties, imposing restrictions on
the selection of enginemen and increasing the allotment of engine-
men per company.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 10-12, 10-13 and 10-15, of the Code of Public Local
Laws of Anne Arundel County (1957 Edition and 1961 Supplement),
being Article 2 of the Code of Public Local Laws of Maryland, title
"Anne Arundel County," subtitle "Organization," "FIRE PROTEC-
TION," AS SAID SECTION 10-15 WAS AMENDED BY CHAPTER
30 OF THE ACTS OF THE FIRST EXTRA SESSION OF 1962, be
and they are hereby repealed and re-enacted, with amendments, to
read as follows:
10-12.
A board of fire commissioners consisting of three members shall
be appointed by the county commissioners. The members of this
board shall be appointed from a list of not less than three names for
each vacancy, to be submitted by the county volunteer firemen's asso-
ciation for appointment. Only one member may be appointed from
any one election district excluding the City of Annapolis. The term
of office for the members of such board shall be for three years
