of any law, charter, ordinance, resolution, rule, or regulation now in
force in the City of Baltimore, and the counties of Anne Arundel,
Baltimore, Carroll, Harford, and Howard are inconsistent or conflict
with any provisions of this Act, then in any and all such cases the
provisions of this Act shall be controlling.
SEC. 4. AND BE IT FURTHER ENACTED, THAT NOTWITH-
STANDING ANYTHING TO THE CONTRARY IN THIS ACT
THE INITIAL PERIOD OF OPERATION OF THE COUNCIL
WITH RESPECT TO WHICH BUDGETARY CONTRIBUTIONS
SHALL BE MADE BY THE CITY AND THE SEVERAL COUN-
TIES COMPRISING THE AREA SHALL BE THE PERIOD BE-
GINNING JANUARY 1,1964 AND NO POLITICAL SUBDIVISION
OF THE STATE SHALL BE REQUIRED TO MAKE ANY CON-
TRIBUTION WITH RESPECT TO THE PERIOD PRIOR TO
JANUARY 1, 1964.
Sec. 4 5. And be it further enacted, That this Act shall take effect
on June 1, 1963. PROVIDED, HOWEVER, THAT NO POLITICAL
SUBDIVISION SHALL HAVE TO CONTRIBUTE PRIOR TO
JANUARY 1, 1964.

AN ACT to repeal and re-enact, with amendments. Section 132 (a)
of Article 66C of the Annotated Code of Maryland (1962 Supple-
ment), title "Natural Resources," subtitle "Birds, Game and In-
land Water Fish," subheading "Upland and Migratory Game Birds
and Game Animals," and to add new Section 132A to the said
Article and subtitle of the Code (1957 Edition), to follow immedi-
ately after Section 132 thereof, to change the season for taking
of partridge (quail), deer and bear in the State AND RELATING
TO THE TAKING OF DEER IN CERTAIN COUNTIES.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 132 (a) of Article 66C of the Annotated Code of Mary-
land (1962 Supplement), title "Natural Resources," subtitle "Birds,
Game and Inland Water Fish," subheading "Upland and Migratory
Game Birds and Game Animals," be and it is hereby repealed and re-
enacted, with amendments, and that new Section 132A be and it is
hereby added to the said Article and subtitle of the Code (1957 Edi-
tion), to follow immediately after Section 132 thereof, both sections
to read as follows:
132.
(a) The open season for game birds and game animals shall be
set by regulations of the Game and Inland Fish Commission under
authority conferred upon it by Section 115 of this article within the
prescribed dates listed below. The Game and Inland Fish Commis-
sion shall adopt and publish seasons on game birds and game animals
