private sources, from other units of government, and from the Fed-
eral government for the conduct of its activities.

Miscellaneous Provisions

20.   Contracts with Local Planning Agencies.

The Regional Planning Council may contract with any unit of
government at its request to provide specialized planning services for
appropriate reimbursement when a unit of government within the
Regional Planning Area desires more detailed plans than The Council
is required to provide under the terms of this Act. In providing such
service, it shall be done by a separate section of the staff of The Coun-
cil set up for that purpose and in a manner so as not to interfere with
the preparation or adoption of the
SUGGESTED General Develop-
ment Plan for the Regional Planning Area.

21.  Meetings.

Regular meetings of The Council shall be held at least ten times
during the year.

Special meetings of The Council may be called by the Chairman or
by any four Council members. A written notice of the time and place
of any special meeting shall be mailed to all members of The Council
by the secretary at least three
SEVEN days prior to the date fixed
for the meeting.

22.  Records of The Council.

The Council shall keep minutes of all of its meetings, and these
shall be public records available for inspection by an interested person
at reasonable times during regular office hours.

23.  Advisory Committees.

The Regional Planning Council is authorized to appoint such ex-
pert or advisory committees as it feels can contribute to the advance-
ment of the work of The Council.

24. Liberal Construction.

This Article being necessary for the welfare of a large portion of
the State of Maryland and its inhabitants, shall be liberally construed
to effect the purposes thereof.

25. Provisions Separable.

The provisions of this Article are declared to be separable, and
in case it be judicially determined that any word, phrase, clause, item,
sentence, paragraph, or section of this Article, or the application
thereof, to any person or circumstance, is invalid, the remaining
provisions and the application of such provisions to other persons or
circumstances shall not be affected thereby.

Sec. 2. And be it further enacted, That on or before June 10, 1963,
the Governor shall call a meeting to organize the Regional Planning
Council, for the transaction of business, to select a Vice Chairman,
and any other officers deemed desirable by said Council.

Sec. 3. And be it further enacted, That in the event any provisions
